Chloe Eden Hall was the only surviving clone of Dr. Catherine Halsey's illegal process to create the AI Cortana by mapping her own neural pathways. She lived a highly-independent childhood on Cascade in the city of Mindoro and would later be forced to assist ONI in their operation to access a Lithos and secure the Domain after Cortana's demise.[6]
Biography[edit]

Creation[edit]
On May 21, 2549 the Office of Naval Intelligence's chief scientist, Doctor Catherine Halsey, cloned herself twenty times.[1][2][3] An A.I. was needed for Operation: RED FLAG, a planned mission to capture one of the Covenant's hierarchs and force a truce.[7] Halsey believed her third-generation volitional A.I.s required better material to use as A.I. matrix seeds than that offered by the new candidates she was being presented with, which she saw as lacking both physical and intellectual agility.[3] To create the clones she used the same equipment that had been used years prior to make the flash clones needed for the SPARTAN-II program. This time, however, she enhanced their neural physiology at the expense of other biological functions. She made sure the equipment was hidden and secure from all save herself, though the cloning had been arranged by ONI at her insistence. As such, there were a few others who also knew about it, but she was confident that these particular individuals could be trusted to keep the information secret. The clones developed at a breakneck pace, for on the same day she had first begun the process they were already exhibiting familiar anatomy and curling into fetal positions, malformed as they were.[3] According to her journal, a little over two months later, on July 29, Halsey successfully excised all of the clones' brains and transferred them to cryogenic units before having all remaining organic substrates flash-incinerated.[8] However, a clone did survive, the one whose neural substrate was used to create Cortana.[6][Note 1]
Upbringing on Cascade[edit]
Chloe grew up in the West Mindoro Orphanage on Cascade. To get out of doing free community service at the orphanage, she took up paid work laundering money for the T'vaoan Miko at Miko's Wheel. She continued in this position for almost two years, during which time Miko paid for a genetic test confirming Chloe to be a clone. She was later forcefully extracted from Miko's Wheel by James Solomon.[5]

Shelter on Suntéreó[edit]

After James sacrificed himself to help Chloe to get away from the UNSC, Banished, and Sali 'Nyon's Covenant, Lola took the girl to Suntéreó in the Cataphract. Determined to fulfil James' last command to keep Chloe safe, she explained that the moon was uninhabited, and she would be the only human there. While James was planning to build a home on Suntéreó one day, he had now given it Chloe. For now, the entire moon was Chloe's. In time, Chloe and Lola would depart and go wherever Chloe wanted, but Suntéreó would always be available as a home for Chloe to return to. Both Chloe and Lola wished that James was with them.[9]

On Boundary, Chloe was able to keep up with the marching pace of a MJOLNIR-clad ex-Spartan despite her age, size, and missing limb.[5]
Trivia[edit]
- Chloe has the same initials as the woman that she was cloned from: CEH. In Chloe's case, it stands for Chloe Eden Hall while the original was Catherine Elizabeth Halsey.[6]

- ^ Given that the Cognitive Impression Modeling procedure used to create Smart AIs destroys the brain in the process and was therefore always completed using recently-deceased individuals, it is unknown how Chloe could be the same clone whose neural pathways were used to create Cortana. If the process used to create Cortana wouldn't have destroyed the template brain, this makes the very creation of Halsey's flash clones unnecessary. This is either a continuity oversight, or Cortana's creation was the result of more unique processes than previously indicated.
