Operation: SILENT STORM was a UNSC Operation against the Covenant aimed at buying humanity time to develop effective countermeasures against Covenant technology. It was comprised of a series of engagements featuring mainly the SPARTAN-IIs and 21st Space Assault Battalion.

Following the counter attack on Harvest, Preston Cole convened a meeting to devise Operation: SILENT STORM. To counter attack the Covenant invasion force, the UNSC planned to lay a trap at the Outer Colony world of Biko.

Insurrectionist plot

At the same time, the Insurrectionists were preparing to stage a coup d'etat on Biko in an effort to give the planet to the Covenant in order to defeat the UNSC.
