A High Charity tower with the UNSC In Amber Clad crashed into it

The Tower Districts[1] were the regions of the Covenant mobile capital High Charity which housed the towers lining the edges of the city's massive dome. Formed out the rock made of the dome,[2] the Tower Districts served as the main government buildings and residential areas for the San'Shyuum. Below the Tower Districts were the city's lower districts, which housed residential areas for the Unggoy and various industrial facilities.[3]

The Terrace of Illumination was likely one such district.[4]
