The Sacred Promissory was a Covenant munitions factory in the lower districts of High Charity, responsible for the development of most Covenant blamite-based weapons. The factory's name comes from an agreement between the San'Shyuum and the Sangheili. In later periods, they expanded their manufacturing scope for all Jiralhanae matériel, with an order from the High Prophet of Truth to secretly expand production for the impending purge of the Sangheili.[2][3] After the outbreak of the Great Schism and the destruction of High Charity, Lodam Armory became responsible for manufacturing the Type-33 Needler and possibly other matériel.[4]
