The Covenant fringe is a term regarding the collection of alien species scattered throughout the Orion Arm region of the Milky Way that were never completely integrated into the Covenant Hegemony. Many of these species have yet to be contacted and cataloged by humanity, as the San'Shyuum did not deign many worthy of trading service for salvation within their fleets and the Sangheili kept few records of civil affairs.[1] Member species like the Yonhet were not considered full signatories to the Covenant due to their small population, but their talents and adherence to the Great Journey granted them a high degree of tolerance within the Covenant. The alien races of the fringe loyally provided various strategic and infrastructure-related advantages to the Covenant empire but never posed any military threat. Focusing their efforts to reconstruction and exploration at the end of the Human-Covenant War, the Office of Naval Intelligence and the UNSC began to gather the first bits of intelligence on the exact nature and size of the Fringe.[2] Due to their fragile status in the post-war years, member species of the Fringe may be subject to persecution and enslavement by remnants of the former Covenant Empire.[2][3]
