The Concert of Worlds was a proposed interstellar polity planned to comprise several Sangheili worlds[2] as well as other species.[1][3] The Swords of Sanghelios were expected to play a vital role in the organization.[3]

Arbiter Thel 'Vadam had the idea for the Concert of Worlds by October 28, 2558.[1]
In November 2559 during the Created uprising, the Concert of Worlds was officially proposed at the High Gathering by Arbiter Thel 'Vadam to the numerous Sangheili officials who were present. These officials couldn't come to any agreement and largely rejected the proposal. Instead, a number of them viewed the Created as a better alternative in terms of security. After the meeting, 'Vadam doubted that Cortana would have allowed the Concert of Worlds to act as a security alliance.[2]
Despite the failure of the proposal, Ghe 'Talot, an ally of the Swords of Sanghelios still believed in the idea of the Concert of Worlds for both practical and idealism reasons. On the practical end, he believed that a truly united Concert of Worlds would need a strong military using assets created or otherwise acquired from his clan and state on Feldokra.[5]
Later, during a battle at Netherop, Oath Warden Crei 'Ayomuu would introduce the Arbiter as the de facto leader of the Concert of Worlds to members of the Defenders of the Sanctum.[6] The Banished were also aware of the Arbiter's intent to create the organization thanks to spies.[4]
