Roosevelt Military Base was a UNSC military facility near the Outer Colonies. Roosevelt Military Base was noted to be in the vicinity of a black market bazaar, which was shut down by the SPARTAN-IIs, a "cover" mission performed in order to inconspicuously bring the Spartans closer to the Damascus Testing Facility and receive their highly secret first set of MJOLNIR Powered Assault Armor.[1]
