Roosevelt military base was a UNSC military facility near the Outer Colonies. Roosevelt military base was noted to be in the vicinity of a black market bazaar, which was shut down by the Spartan-IIs, a minor mission performed in order to bring the Spartans closer to the Damascus Testing Facility and receive their highly secret first set of MJOLNIR Powered Assault Armor.[1]
