This is the U.S. Navy insignia for an Ensign. The UNSC Navy uses the same insignia.

Ensign is a junior commissioned officer rank of the UNSC Navy. It is the lowest commissioned officer rank, equal in rank to Second Lieutenant in the UNSC Marine Corps.
