Elias Carver

Dr. Elias Carver was a political sociologist, known for producing a set of theories called the "Carver Findings", first published in 2491.
He theorized that unless the Insurrectionists were put down, preferably by force, the UNSC would collapse and a civil war would tear Humanity apart.[1] He would later commit suicide in 2509, blaming himself for the carnage of the Insurrection.[2]
Jacob Keyes had read his work and considered him a pessimist.[3]
