The 'Builders is a class of Forerunners considered to be the most powerful in terms of intelligence, wealth, and political power [1]. As it's name suggests, the builders are responsible for the myriad of technologically advanced structures and objects seen throughout the Milky Way galaxy, including the Halo Array. [1]
