RKD is a think-tank on Earth.

They built and designed a Power Armor that was a Rival to The MJOLNIR project that was called Project HAYABUSA. The armor was called the "Hayabusa". It was originally set up in 2166 by the military to find the best course of action in defeating the rebel groups Koslovic and Frieden. However shortly after the end of the rebellion the RKD was disbanded because frankly, it had no more use. However after the battle of harvest in 2531 it was recreated (again by the military) to find and alternative means to fighting the covenant because it was becoming clear after the outer colonies fell that the UNSC's current weaponry was failing miserably. In 2498 the members of the think tank had come up with the idea of a super self powered suit however didn't find funding for it until much later (Around the time the Mark V was made by Dr. Hasley). Project Hayabusa was a success and the RKD was now on the top of the UNSC good books however the Spartan II project had stolen lot of their thunder, and therefore the Hayabusa suit unfortunately saw little to no combat. The RKD is, more or less, unheard of until they are asked to prepare an evacuation plan for when earth is attacked and this failed because of the massive flood infestation.

Trivia

• RKD's Hayabusa Armor is based on that of Ryu Hayabusa of the Ninja Gaiden series of video games. It is then likely that RKD is an abbreviation of "Ninja Ryukenden", the original name of that series.
