Commissioned officer

A commissioned officer is a member of the UNSC Navy or Marine Corps who derives their authority directly from the UNSC government, and as such holds a commission from the UNSC.
A commissioned officer differs from a non-commissioned officer in that NCO's are given their authority by a commissioned officer.
