Summary
Honor Guard Ultra is a Covenant Sangheili (Elite) rank. This rank commands the lower honor guards.

These Covenant Elites are among the highest ranking among the Honor Guard of the High Prophets, they command the rest of the regular Guard.
They are more skilled than their subordinates, with years of experience in the Covenant Honor Guard, which is particularly impressive considering the prodigious combat abilities of any in the Honor Guard.
Appearance

These Honor Guard Elites sport the same ornamented armor as the rest of the Honor Guard, with the exception that the under armour they wear is white instead of crimson. This color is consistent with the Ultra Elites of the regular Covenant army, hence their title.
Only one is seen in combat during the game: On the end of the Gravemind (level), but it shifts between an Honor Guard Ultra and an Honor Guard Councillor for each time. They are seen in the cut scene before Sacred Icon (level) too.
Also, a third variant is seen at the end of the Gravemind level: It has the same glowing edges as any Honor Guard, but no Honor Guard helmet. Instead it has the same helmet as an Ultra Elite, and they also have an white underarmor. It is possible that it's an Honor Guard Ultra that couldn't find an Honor Guard helmet, and instead took the helmet of a fallen Ultra. To support this theory, the Honor Guard Ultras was forced to give their helmets to the Brutes at the Sacred Icon (level), just before the Civil War of the Covenant.
