Apparently, that function is denied to a rollback user. :You need to be autoconfirmed (in the <tt>autoconfirmed</tt> [[mw:Manual:$wgImplicitGroups|implicit group]]) to be allowed to move pages. - You need to be autoconfirmed (in the autoconfirmed implicit group) to be allowed to move pages.
