The SKT-13 Shuttlecraft[1] is a Human ship. It's basically a larger version of the Bumblebee Lifepod. They are used to ferry UNSC material and personnels to and from various locations.
The Command Shuttle mentioned by Cortana in Halo:Combat Evolved may have been one of these or a Pelican dropship.
