Enlistment Officers (also known as recruiting officers, recruiters, or conscription officers) are officers that serve in the UNSC, usually unfit for combat duty [1]. The only known enlistment officer was Lieutenant Downs, who recruited Johnson in the book Halo: Contact Harvest.[2]
An enlistment officer's job is to enlist new men and women to fight in the UNSC.
