2 Bugs Are Better Than 1 is an Achievement in Halo Wars that is unlocked when you win a Skirmish game with two Scarabs [1] This Achievement is very easy to get, however it is recommended to create a skirmish game on a 3 vs 3 map, but only make the game 1 vs 1, as Scarabs cost 20 population, when you start off with only 15.
