Propagandist Stephen is a character in Sadie's Story.
Biography
Stephen was the Public Service Announcer for New Mombasa and Old Mombasa. He used this position to spread propaganda to trapped civilians. He and Mike had a confrontation after Mike realized he was broadcasting from a room by the communications hub in the NMPD HQ. He shows Mike how his transmissions help people by giving "hope" for survival.
To prove this, he places Mike on the air, and telling him to "tell the truth." Mike, ironically, instead lies about the resistance from the civilians, claiming that it was "going well".
