Propagandist Stephen is a character in Sadie's Story.

Stephen was the Public Service Announcer for New Mombasa and Old Mombasa. He used this position to spread propaganda to trapped civilians. He and Mike had a confrontation after Mike realized he was broadcasting from a room by the communications hub in the NMPD HQ.
