Arcadia is a United Nations Space Command colony [1]. Described as a "tropical paradise", it is apparently a popular destination for tourists, and recieved many shipments from Harvest.[2].
Trivia
It is set to be a major plot element in Halo Wars, because of it's great interest to the Covenant.[3]. A probable strategic point i n the war.
