I suppose it shouldn't be too surprising that the Covenant hasn't (not sure what tense to use) progressed farther in terms of artificial intelligence, as their technology is imitative and they had not yet any contact with such things, but nonetheless it is to a degree.  It really shows that if the UNSC had ship technology that could rival the covenant, the war would have gone a totally different way.  The only major disadvantage the UNSC seems to have had initially is the lack of advanced warfare technology... in virtually all other aspects they are/were superior (tactics, ground combat, etc)
