This can especially be seen in Halo: Ghosts of Onyx, as the Imperial Admiral Xytan 'Jar Wattinree commanded from a Supercarrier, while the Fleet Master (Voro 'Mantakree), operated from a Reverence-class Cruiser.[1]

Physical Appearance

Like all Zealot Elite ranks, the Fleet Master has golden armor and would also be carrying a plasma rifle or energy sword as well. If an Elite of a different rank would be assigned this role, no changes in his armor would likely be made.
