The title of Fleetmaster was above the authority of [[Shipmaster]] and below the authority of [[Supreme Commander]].
Fleet Master is the highest military office for an Elite except for [[Supreme Commander]], or perhaps an [[Imperial Admiral]]. Politically the highest rank obtainable by an Elite is the rank of [[Councilor]]. Fleet Master's are one step higher than an Elite Ship Master. Whenever a small Fleet is needed for any mission away from the entirety of the Covenant Fleet, a Fleet Master will be assigned and given command of several starships during that task. This shows they could be the Covenant equivalent to a [[UNSC]] [[Rear Admiral]]. Since Fleet Masters are such a high rank, it is also assumed that they may also command the entire Fleet should their Supreme Commander or Imperial Admiral be incapacitated during space combat, though this is still fully unconfirmed.


They normally operate from a large warship, as a [[Reverence-class Cruiser]]. Fleetmaster,[2] occasionally rendered as Fleet Master,[1] is one of the highest titles given to individuals in command of fleets within the Covenant military.[1] On the eve of the Great Schism, the High Prophet of Truth granted the title to several Jiralhanae.[3]

The title of Fleetmaster was above the authority of Shipmaster and below the authority of Supreme Commander.

The title was originally only assigned to Sangheili officers within the Covenant fleet, though towards the end of the Human-Covenant War, the High Prophet of Truth promoted several Jiralhanae to the title of fleetmaster in preparation for his plans to remove the Sangheili from the Covenant.[3] Following the empire's collapse during the Great Schism, some Sangheili still held the title of fleetmaster.[4][5]

Wearing golden combat harnesses to signify their command position,[6] fleetmasters normally utilize a large warship as their flagship, such as a CAS-class assault carrier or Varric-pattern heavy cruiser.[7] Following the fall of the Covenant, some fleetmasters have found that ancient Rwaru-pattern carrack merchant cruisers are surprisingly capable and resilient troop and materiel transports in modern conflicts.[5] When Voro 'Mantakree was promoted from major to a fleetmaster, Imperial Admiral Xytan 'Jar Wattinree bestowed a middle name upon him, making his name Voro Nar 'Mantakree.[1] However, a middle name is not given to all fleetmasters.
