The Fleet Master is a high-ranking Elite within the Covenant. This grade of Zealot commands Task Forces and small fleets.

Fleet Master is the highest version of Zealot except for Supreme Commander. Normally, they act as the Ship Masters and control only one ship, but when a small part of a fleet is called upon for a special mission or is simply needed elsewhere away from the rest of the fleet, a Fleet Master commands those few ships during that task. This shows they could be the Covenant equivalent to a UNSC Rear Admiral. They may also command the entire fleet if the Supreme Commander or the Imperial Admiral would die during space combat.

They normally operate from a large warship, as a Reverence-class Cruiser, but not as big as a Assault Carrier or Supercarrier. This can especially be seen in Halo:Ghosts of Onyx, as the Imperial Admiral (Xytan 'Jar Wattinree), commanded from a Supercarrier, while the Fleet Master (Voro 'Mantakree), operated from a Reverence-class Cruiser.

As with all Zealot Elite ranks, the Fleet Master has golden armor. If other ranks were assigned this role, no changes in their armor are likly to be made.

The Arbiter, should their role ever require it, could probably be assigned the role of Fleet Master. As well, should Councillors decide to get involved in military operatons, they too could probably have the authority of rank to command a fleet, even having Zealots subordinate to them.

"You, Ship Master Voro 'Mantakree, are now Fleet Master Voro Nar 'Mantakree. Lead your newly assembled battle group to this world. Destroy the demons and deny them their prize at all costs."
Imperial Admiral Xytan 'Jar Wattinree promoting Voro 'Mantakree to fleetmaster[1]

Fleetmaster,[2] occasionally rendered as Fleet Master,[1] is one of the highest titles given to individuals in command of fleets within the Covenant military.[1] On the eve of the Great Schism, the High Prophet of Truth granted the title to several Jiralhanae.[3]

The title of Fleetmaster was above the authority of Shipmaster and below the authority of Supreme Commander.

Overview[edit]

One of the varying degrees of command titles within the Covenant fleet, the title of fleetmaster was given to the officer in command of a fleet. The title was originally only assigned to Sangheili officers within the Covenant fleet, though towards the end of the Human-Covenant War, the High Prophet of Truth promoted several Jiralhanae to the title of fleetmaster in preparation for his plans to remove the Sangheili from the Covenant.[3] Following the empire's collapse during the Great Schism, some Sangheili still held the title of fleetmaster.[4][5]

Wearing golden combat harnesses to signify their command position,[6] fleetmasters normally utilize a large warship as their flagship, such as a CAS-class assault carrier or Varric-pattern heavy cruiser.[7] Following the fall of the Covenant, some fleetmasters have found that ancient Rwaru-pattern carrack merchant cruisers are surprisingly capable and resilient troop and materiel transports in modern conflicts.[5] When Voro 'Mantakree was promoted from major to a fleetmaster, Imperial Admiral Xytan 'Jar Wattinree bestowed a middle name upon him, making his name Voro Nar 'Mantakree.[1] However, a middle name is not given to all fleetmasters. Fleetmasters can order tweaks on starships for their fleet during the ship's construction.[8]

Fleetmasters personally appointed by the Hierarchs to lead major expeditions were promoted to the title of Supreme Commander.[9]
