The X-RAY Directive was a United Nations Space Command order issued by ONI Section III to classify PLNB Priority Transmission XX087R-XX[1] and PLNB Transmission XX219C-XX[2]. Its purpose was to drastically reduce the risk of critical information falling into the hands of the Covenant.
