Rojka 'Kasaan is a Sangheili leader who assembled a fleet during the outbreak of the Great Schism and fled to the human outer colony of Carrow. There, he and those who followed him founded the city of Rak.[1]
Even though he mourned the Covenant when it fell apart, Rojka believes that in order for both races to survive on Carrow, humans and Sangheili alike must make common cause and unite as one. To help facilitate this, he had numerous vehicles, such as Type-46 Spectres, demilitarized. Despite this, many humans fear and hate him. In Sandholm, he is known to the residents there as a thief, a squatter, and an interloper.
