He's bald and wearing Scruggs' armor and is with Palmer. Seems pretty clear.

The guy is wearing full Recuit, not Scruggs' armor. Also, looking at the cutscene, it kind of looks like the guy might have a hair cut similar to DeMarco's, who people might think is bald if they just take a quick glance at him. The fact of the matter is, there is just as much evidence to say it isn't Scrugg than it is to say it is, and until official confirmation, it will remain as is.
