H. T. Ward was a member of the United Nations Space Command Navy. Ward was the one who originally transmitted the UNSC Emergency Priority Order 098831A-1 transmission in 2535 to enforce the reading of the "Cole Protocol".[1][2]

Emergency directive
In 2535, H. T. Ward transmitted UNSC Emergency Priority Order 098831A-1, a directive for UNSC personnel to read General Order 098831A-1 (the "Cole Protocol"), to all UNSC personnel.[2]
Required reading
By 2552, the same transmission by H. T. Ward was required reading as the UNSC was not taking any chances in protecting Earth and her colonies.[1]
