A Lieutenant Commander is a senior department officer on a large ship or installation. They may also be Commanding Officer (CO) or Executive Officer (XO) (second-in-command) of a smaller ship or installation.
Lieutenant Commander is the highest rank featured being held be Spartan-IIs (washouts or otherwise), so far.
