Operation: SHEPHERD was a UNSC operation on Sanctuary in order to evacuate civilians before the Covenant glassed the planet. The Master Chief would discover the Covenant are training for something when he engages Covenant forces at a communications outpost on the planet as well as discovering that Makee is still alive.
