Operation: SHEPHERD was a UNSC operation on Sanctuary to evacuate civilians before the Covenant glassed the planet. The Master Chief would discover the Covenant are training for something when he engages Covenant forces at a communications outpost on the planet as well as discovering that Makee is still alive.
