Rojka 'Kasaan is a Sangheili leader who assembled a fleet during the outbreak of the Great Schism and fled to the human outer colony of Carrow. There, he and those who followed him founded the city of Rak.[1]

Even though he mourned the Covenant when it fell apart, Rojka believes that in order for both races to survive on Carrow, humans and Sangheili alike must make common cause and unite as one. To help facilitate this, he had numerous vehicles, such as Type-46 Spectres, demilitarized. Despite this, many humans fear and hate him. In Sandholm, he is known to the residents there as a thief, a squatter, and an interloper. By 2558, another Sangheili on Carrow named Thars had amassed a following and stood in opposition to Rojka and the Carrow Militia, along with all other humans on the planet.[1]

Biography

Covenant Service and Carrow

Rojka 'Kasaan was born on the Sangheili colony of Glyke. He eventually grew to a position of some wealth and power within the Covenant. His had a background of expertise in shipbuilding. At some point after the onset of the empire's war with humanity, Rojka suffered a fall in status and was relegated to being put in charge of multiple shipyards full of mothballed ships and salvage. Following the outbreak of the Great Schism in 2552 and the loss of his homeworld, Rojka assembled a fleet of refurbished and salvaged ships and led it to the former human Outer Colony of Carrow to settle there. He and his cousin, Thars 'Sarov, hoped to create a new world residents of Glyke that still lived to call home. The city of Rak was built along the hidden Astlehich River on the eastern side of the Uldt Desert. It was named in honor of the human city, Suraka, that had emptied years prior when the Covenant had attacked. To the surprise of the Sangheili, it wasn't long before humans resettled the planet, leading to the joint-occupation of it.

Conflict with Thars

Even though he mourned the Covenant when it fell apart, Rojka believed that in order for both races to survive on Carrow, humans and Sangheili alike must make common cause and unite as one. To help facilitate this, he had numerous vehicles, such as Type-46 Spectres, demilitarized. Despite this, many humans still feared and hated him. In Sandholm, he became known to the residents there as a thief, a squatter, and an interloper. By 2558, Thars had amassed a following and stood in opposition to Rojka and the Surakan Militia Volunteers, along with all other humans on the planet.[1] On September 1 of that years, tensions finally boiled over and Thars sprung a trap he had been planning. He launched an attack on Suraka and then turned on Rojka as well. The factions loyal to each leader were at first evenly matched in terms of their respective fleets of crafts, but without warning, a Jiralhanae-led fleet showed up to support Thars and quickly turned the tide of battle in his favor.
