While Earth is rightly seen as the UNSC's commercial, political, and cultural center; Reach is undeniably the hub of its military power.
The ε Eridani fleet is a full strength Carrier Group with the supercarrier UNSC Trafalgar at its core. The planet itself has a semi-mobile array of 20 Orbital Defense Platforms, and they are in turn defended by multiple wings of single ships and tactical multi-role craft.
Emergency Priority Order 098831A-1 (aka the “Cole Protocol”)
In order to safeguard Earth and all the Allied Colonies, it is required that all military, government, and private spacecraft and all military, government, and private space facilities purge all integrated and local isolated networks of navigational data in the case ANY of the following criteria are met:
• Any Covenant forces are detected and…
o have boarded or are attempting to board.
o have boarded a connected vessel or structure/facility .
o have detected a military, government, or private spacecraft or military, government, or private facility that is incapable of immediate Slipstream space travel.
In the case that an immediate jump into Slipstream space is an option:
• All military, government, and private spacecraft and all military, government, and private space facilities capable of doing so must initiate and immediate Slipstream space jump on a randomized vector with an exit point in deep interstellar space. At least three such jumps must be made before continuing on to any military, government, or civilian operated port.
In case of imminent capture by Covenant forces, all military, government, and private spacecraft and all military, government, and private space facilities are required to employ whatever means available to be scuttled by their crews and to render useless all strategic and tactical assets contained therein following the purging of all integrated and local isolated networks of navigational data. Violation of this directive will be considered an act of TREASON, and pursuant to UNSC Military Law articles JAG 845-P and JAG 7556-L, such violations are punishable by life imprisonment or death.
WINTER CONTINGENCY refers to clear evidence that Covenant Forces know the location of, or are present at, a UNSC Colony. Events which may be classified WINTER CONTINGENCY include:
• Intercepted Covenant communications that refer to a UNSC Colony by name.
• Discovery of hard physical evidence of Covenant activity.
o Abandoned or discarded matériel.
o Residue and/or damage consistent with Directed Energy Weapon usage.
• Detection of multiple in-system Slipstream Space rupture events.
• Engaged in combat by Covenant forces.
This term is a report that has the highest precedence in the OPREP-Γ reporting structure. All other reporting terms such as GOOSE CHASE, SNAKE PIT, et al., while very important, should be considered secondary to this report.

EXCERPT FROM THE UNITED NATIONS SPACE COMMAND CONVENTION ON ADMIRALTY LAW OF 2315
In the United Nations Space Command Convention on Admiralty Law (UNSCOAL) of 2315 it is stated that:
All States shall cooperate to the fullest possible extent in the repression of piracy in any place outside the jurisdiction of any State.
In this same document piracy is defined as:
(a) any illegal acts of violence, detention, or depredation committed for private ends by the crew or the passengers of a private watercraft, private aircraft, or private spacecraft, and directed:
(i) in or over international territories, against another watercraft, aircraft, spacecraft, or port or against persons or property on board or within such a watercraft, aircraft, spacecraft or port;
(ii) against a watercraft, aircraft, spacecraft, persons or property in a place outside the jurisdiction of any State;
b) any act of voluntary participation in the operation of a watercraft, aircraft, or spacecraft with knowledge of the facts making it a pirate watercraft, aircraft, or spacecraft;
(c) any act of inciting or of intentionally facilitating an act described in subparagraph (a) or (b).
In this same document a pirate watercraft, aircraft, or spacecraft is defined as:
A watercraft, aircraft, or spacecraft is considered a pirate watercraft, aircraft, or spacecraft if it is intended by the persons in dominant control to be used for the purpose of committing one of the acts referred to in [the above article]. The same applies if the watercraft, aircraft, or spacecraft has been used to commit any such act, so long as it remains under the control of the persons guilty of that act.
Furthermore; the acts of piracy, as defined in [the above article], committed by a government watercraft, government aircraft, or government spacecraft, whose crew has mutinied and taken control of the watercraft, aircraft, or spacecraft are assimilated to acts committed by a private ship or aircraft.
In this same document, the capacity for seizure or destruction of a pirate vessel is explained:
In any place outside the jurisdiction of any State, every State may seize a pirate watercraft, aircraft, or spacecraft, or a watercraft, aircraft, or spacecraft taken by piracy and under the control of pirates, and arrest or kill[1] the persons and seize the property on board. The courts of the State which carried out the seizure may decide upon the penalties to be imposed, and may also determine the action to be taken with regard to the watercraft, aircraft, or spacecraft or property, subject to the rights of third parties acting in good faith.
Furthermore; any act of piracy attempted outside the jurisdiction of any State, if the PIRATES are overcome, the TAKERS may immediately inflict a punishment by summary execution; though this is understood where no legal judgment may be obtained; And hence it is, that if a watercraft, aircraft, or spacecraft is attacked by a PIRATE, but in the attempt the PIRATE is overcome, the PIRATES may forthwith be executed without any Solemnity of Condemnation, by the Admiralty Law.

Reach is the 4th largest planet in the Epsilon Eridani [K2 Orange-red dwarf] system, second closest to ε Eridani. Stable for planet of its age [<1B years]. First planetary confirmations were in early 21st century.
Reach is the location of the UNSC's largest and most active shipyard. It is also where the UNSC's most elite troops, the Orbital Drop Shock Troopers, are trained. Reach is also the largest non-automated exporter of titanium. ε Eridani's superior interstellar jump point has been the most active S-F space transfer zone (arrivals and departures) for over thirty years, with ε Eridani's inferior IJP and Sol's superior IJP regularly trading second and third place spots.

The members of the Spartan Program are elite military operators recruited from all corners of UNSC governed space. In order to aid them in their goal, they are armed with the absolute bleeding edge in military technology—the Mjolnir powered assault armor.
More to the point, the Spartan super-soldiers are the only men and women alive with the extensive training and physical wherewithal necessary to harness the full potential of this highly specialized equipment.
