Conclave

Conclaves are a function of Covenant governance. They act as groups of High Council members brought together to lead the empire's grand projects and and work as subject matter experts for broader discussions by the Covenant's administration. The power of conclaves declined over the course of the Covenant's history, as the power of the Hierarchs grew.
