Ministry of Preparation

The Ministry of Preparation was a Covenant ministry that oversaw biological research, specifically that based on genetic engineering. This sort of research had proven difficult for the San'Shyuum, as the Forerunners had refined their bio-enhancing tools and procedures for their own physiologies, not for other sentient creatures. It was also considered taboo to engage in this sort of research, as anything that might have jeopardized the already limited ability for San'Shyuum to reproduce was. Thus, the Ministry of Preparation was the only ministry to handle it. The ministry eventually produced the prelates, a genetically enhanced order of San'Shyuum soldiers.

In this role, the ministry would employ staffs of San'Shyuum chirurgeons to oversee the augmentations. The ministry additionally operated its own fleet of Mjern-pattern agricultural support ships, with their hunting facilities replaced and/or augmented with genecrafter vaults equipped with arcane instrumentation for the creation of prelates in the field. Ministerial chirurgeons were also used in the research and study of Anodyne Spirit, looking to unlock the secrets of the lifeworkers hidden within the keyship.
