Noticed that you're adding a lot of old Covenant ranks to Spartan Strike and vice versa. Isn't Spartan Strike supposed to be a simulation? It's probable that the splinter Covenant wasn't actually using the old ranks, it's just the simulation (video game) was using the old model to save resources. It seems odd that they would suddenly re-use their old armors and ranks when they have their unique ones available to them.
