The Classified Signals Archive is an Office of Naval Intelligence archive that holds records for all classified signals within the UNSC Navy. In 2552 during the Battle of Earth, Captain Veronica Dare accessed a transcript between the Superintendent and UNSC Tokyo Rules.[1]
