Avu Med 'Telcam

Commonly known as "The Bishop," Avu Med 'Telcam was the leader of the fanatical Servants of the Abiding Truth, a cult which follows the Sangheili's pre-Covenant beliefs. 'Telcam rose to prominence after the Human-Covenant War, partially due to the intervention of an ONI black ops unit called Kilo-Five, who helped arm his faction to prolong the Sangheili civil war. By 2558, he had outlived his usefulness to ONI, who sent a Spartan-III to assassinate him. Although the Bishop is no more, the Servants of the Abiding Truth live on under the watch of Dural 'Mdama, son of the infamous Jul 'Mdama.
