Truth may have had the time to activate the Ark and activating the Array, including the backup Installation 04 it was building, killing everybody. And if they did make it to Truth in time, they'd still be left with another Halo, restoring the Array to full capacity, which I don't imagine anyone, human or Covenant, would have been happy at. You forget that the Covenant remnant had a fleet in orbit, working on breaking their way in.
