I fear this article misunderstands the nature of humanity's "assault" against Forerunner-protected worlds. It was both a refugee crisis, and an attempt at containment as the Flood continued to pursue them - the Forerunners mistook humanity's necessary orbital bombardment of Flood-infected worlds as an unprovoked attack and invasion motivated by expansionist desires, and responded accordingly.
