'''Thel 'Vadam''' (formerly known as '''Thel 'Vadamee''')<ref>'''[[Halo Waypoint]]''', ''The long road home''</ref>, or often simply referred to as the '''Arbiter''', is a [[Sangheili]] [[Kaidon]] of the [[Vadam|Vadam family]] and the current [[Arbiter]]. He has commanded fleets, and is responsible for the Sangheili uprising against the [[Hierarchs]]. He is also responsible for the death of [[Tartarus]], which allowed Commander [[Miranda Keyes]] and Sergeant Major [[Avery J. Johnson]] to stop the [[Halo Array]] from firing. In the [[Battle of Installation 00|final battle]] of the war, 'Vadam, along with [[John-117]], prematurely fired Forerunner [[Installation 04B]], destroying [[Installation 00|the Ark]].

==Biography==
'''Arbiter Thel 'Vadam''' (formerly ''''Vadamee'''){{Ref/Marketing|Id=LongRoad|Halo Waypoint|The Long Road Home}} is the [[Sangheili]] [[kaidon]] of the [[House of 'Vadam]] and the last [[Arbiter]] to serve the [[Covenant]]. He continues to hold this title in the [[Post-Covenant War conflicts|wake]] of its [[Great Schism|dissolution]]. Presently, he leads the [[Swords of Sanghelios]], an alliance of [[keep]]s modeled after an ancient order of the same name, and is considered by many to be the formal leader of all Sangheili as the '''Kaidon of Unity'''.<ref name="wp thel">[https://www.halowaypoint.com/en-us/universe/characters/arbiter-thel-vadam '''Halo Waypoint''': ''Arbiter Thel 'Vadam'']</ref>{{Ref/Book|Id=Enc22P245|Enc22|Page=245}}
===Early life===
Thel was born Thel 'Vadam to the [[Vadam family]], rulers of the powerful State of Vadam on Sanghelios. As a young Sangheili, Thel was trained in the ways of the warrior by his relative [[Lak 'Vadamee]].<ref name="tcp349">'''[[Halo: The Cole Protocol]]''', ''page 349''</ref> He joined the Covenant military, earning him the right to use the "-ee" suffix, which is added to a Sangheilian name upon joining the military. Thel fought alongside the Covenant when they attacked [[Madrigal]] in [[2528]].<ref>'''Halo: The Cole Protocol''', ''pages 146 and 156''</ref>

Soon, Thel gained the rank of Shipmaster and earned the title of Kaidon through voting by Vadam's elders.<ref>'''Halo: The Cole Protocol''', ''page 89''</ref>
Thel commanded several fleets during his service in the [[Covenant]], most notably the [[Fleet of Particular Justice]], of which he was [[Supreme Commander]]. This fleet mounted a successful [[Fall of Reach|attack]] on the [[human]] colony of [[Reach]] under his command and later [[Battle of Installation 04|fought]] the crew of the {{UNSCShip|Pillar of Autumn}} on [[Installation 04]], the first [[Halo Array|Halo ring]] to be discovered by the Covenant and [[humanity]]. 'Vadamee was responsible for over one billion [[human]] casualties over the course of the decades-long war against the humans and the [[glassing]] of at least seven colonies.<ref name="terminal 3">'''[[Halo 2: Anniversary]]''', ''[[Terminal (Halo 2: Anniversary)|Terminal 3]]''</ref> At the outbreak of the [[Great Schism]], Thel became a leading figure among the Sangheili and aided the [[United Nations Space Command]] in its efforts to stop the [[High Prophet of Truth]] and his forces from activating the [[Halo Array]]. He and [[Fleet of Retribution|many Sangheili]] fought in multiple battles alongside the [[Spartan-II]] super-soldier, [[John-117]] on [[Installation 05]], [[Earth]], and [[Installation 00]] in the final weeks of the war.

Soon after being promoted to Shipmaster, Thel suffered an injury in the training ring due to a mistake. His family hushed up the incident, as well as the resultant visit by a doctor, due to Sangheili culture equating the loss of blood and medical operation by a doctor with a loss of honor. During his convalescence, Thel handmade an old-fashioned [[doarmir]]-fur Shipmaster's cloak, wearing it always to remind him that he could make grave mistakes if he let his guard down.<ref>'''Halo: The Cole Protocol''', ''page 159''</ref>
Returning to [[Sanghelios]] after the war's conclusion, Thel became a symbol of Sangheili honor and resilience in the face of betrayal. He attempted to unite the feudal states across his homeworld in forming the first coalition government since the [[War of Beginnings]]. Despite his efforts, he met resistance from [[Covenant remnants|other Sangheili factions]], who felt that his ideals and beliefs went against the traditional Sangheili values of [[Forerunner]] worship or that the peace treaty with the [[human]]s could not be trusted. This disagreement soon spilled over into [[Blooding Years|civil war]], and the Swords of Sanghelios became locked in conflict with other groups, primarily [[Jul 'Mdama's Covenant]] and the [[Servants of the Abiding Truth]]. He led the Swords to victory over these two groups, thanks in part to assistance from the UNSC.

Thel was born to the noble and powerful [[House of 'Vadam]], rulers of the powerful state of [[Vadam]] on [[Sanghelios]]. In his youth, Thel was trained in the ways of fighting by his relative [[Lak 'Vadamee]].<ref name="tcp349">'''[[Halo: The Cole Protocol]]''', Chapter 72, ''page 349''</ref> He later joined the [[Covenant military]], adding the "-ee" suffix to his surname according to custom. Thel's life as Kaidon was important for the Vadam family, as he was tasked with continuing the reign of the powerful state of Vadam. Early in his rule, he was attacked by three Sangheili assassins wielding Energy Swords. He managed to kill all three without even being scratched, but reported that he left one alive in order to determine who ordered the attack. He then killed one of the Vadam elders, [[Koida 'Vadam|Koida]], for ordering the failed assassination, and ordered all of his line to leave the keep by sunrise.<ref>'''Halo: The Cole Protocol''', ''pages 83-94''</ref>
Within a short time, Thel achieved both the rank of [[Sangheili Zealot|Zealot]] and the title of [[shipmaster]], and became [[kaidon]] of his state through the votes of Vadam's [[elder]]s.<ref>'''Halo: The Cole Protocol''', Chapter 9, ''page 89''</ref> At some point, Thel would sustain an injury in the training ring due to a mistake. His family, having a recently promoted shipmaster in the bloodline, hushed up the incident, as well as the resultant visit by a physician, due to the Sangheili's cultural stigma toward doctors and medical operations. During his convalescence, Thel handmade an old-fashioned [[doarmir]]-fur shipmaster's cloak, and would later wear it as part of his shipmaster's attire to remind him that he could make grave mistakes if he let his guard down.<ref>'''Halo: The Cole Protocol''', Chapter 22, ''page 159''</ref> Thel's role as kaidon was important for the House of 'Vadam, as he was tasked with continuing the reign of the powerful state of Vadam. Early in his rule, he was attacked by three Sangheili assassins wielding energy swords. He managed to kill all three without injury, and proceeded to appear before Vadam's elders to determine which had ordered the attack. Thel was sent to [[Charybdis IX]] with command over ''Retribution's Thunder'' to participate in the [[Battle of Charybdis IX]], whilst being overseen by the [[Prophet of Regret|High Prophet of Regret]]. He and several other Sangheili boarded the {{UNSCShip|Do You Feel Lucky?}} and attempted to get to the vessel's navigation database, but it had been purged before they were even aboard. He left and witnessed the destruction of the ship before being called to the ''[[Infinite Sacrifice]]'', where he met Regret in person. He was told of the humans wielding modified Covenant weapons, and that this was most likely the [[Kig-yar]]'s doing. He was then sent to the [[23 Librae]] system to track down the source of the weapon traders, along with the Jiralhanae and Kig-yar vessel, ''[[A Psalm Every Day]]''.<ref>'''Halo: The Cole Protocol''', ''page 138-148''</ref><ref>'''Halo: The Cole Protocol''', ''page 153''</ref>

In [[2535]], Thel was sent to [[Charybdis IX]] with command over the vessel ''[[Retribution's Thunder]]'' to participate in the [[Battle of Charybdis IX]], while being overseen by the [[Prophet of Regret|High Prophet of Regret]]. He and several other Sangheili boarded the {{UNSCShip|Do You Feel Lucky?}} and attempted to access the vessel's navigation database, but it had already been purged. He left and witnessed the destruction of the ship before being called to ''[[Infinite Sacrifice]]'', where he met the Prophet of Regret in person. Regret informed him of humans reportedly wielding modified Covenant weapons, a transgression he believed to be the doing of the [[Kig-Yar]]. He was then sent to the [[23 Librae]] system to track down the source of the illegal weapons traders. For the mission, his ship was accompanied by the Kig-Yar vessel ''[[A Psalm Every Day]]'', commanded by Shipmistress [[Chur'R-Mut]] and the [[Jiralhanae]] [[Jiralhanae Chieftain|Chieftain]] [[Pellius]].<ref>'''Halo: The Cole Protocol''', Chapter 18, ''page 138-148''</ref><ref>'''Halo: The Cole Protocol''', Chapter 21, ''page 153''</ref>

As he arrived at 23 Librae, his ship came under attack by ''A Psalm Every Day''. Thel and his crew were shocked: so shocked that ''A Psalm Every Day'' fired another salvo, disabling their weapons, communications and engines. ''A Psalm Every Day'' escaped while Kig-yar boarding craft and Spirits started attacking and strafing the hull. Thel, increasingly frustrated, gave permission for any of his crew to abandon ship. However, this was a simple move of him in order to weed out the weaker Sangheili and eliminate them, as the Kig-yar boarding craft and Spirits were able to destroy any Sangheili Spirits attempting to fly away. Thel then ordered the destruction of ''The Retribution's Thunder'', which killed all the boarding Kig-yar.<ref>'''Halo: The Cole Protocol''', ''pages 155-163''</ref> Thel, however, survived and was captured by Kig-yar forces, along with most of the bridge crew. He and most of the bridge crew managed to escape and hijack a [[Kig-yar shuttle]],<ref>'''Halo: The Cole Protocol''', ''pages 169-172''</ref><ref>'''Halo: The Cole Protocol''', ''pages 187-190''</ref> taking them to [[Unnamed Kig-yar transport|another Kig-yar vessel]]. Upon arriving at 23 Librae, Thel and his crew discovered the [[Rubble]], a collection of asteroid habitats built by Kig-Yar and Insurrectionist humans working together. Almost immediately afterward, ''Thunder'' was attacked by ''A Psalm Every Day''; Pellius had decided to betray Thel so that he could claim sole credit for the discovery. Thel and his crew were taken by surprise, allowing the traitorous vessel's second salvo to disable the ''Thunder's'' weapons, communications and engines. ''A Psalm Every Day'' escaped while Kig-Yar boarding craft and [[Dextro Xur-pattern Spirit|Spirit]]s strafed the hull. Thel, increasingly frustrated, gave permission for his crew to abandon ship; this was a test to weed out the weaker Sangheili among his crew. Enemy Spirits destroyed the retreating craft in short order. Thel then ordered the destruction of the ''Retribution's Thunder'', which killed the boarding Kig-Yar.<ref>'''Halo: The Cole Protocol''', Chapter 22, ''pages 155-163''</ref> Thel, however, survived and was captured, imprisoned on the Rubble along with most of the bridge crew. They ultimately managed to escape and hijack a [[Kig-Yar shuttle]],<ref>'''Halo: The Cole Protocol''', Chapter 24, ''pages 169-172''</ref><ref>'''Halo: The Cole Protocol''', Chapter 27, ''pages 187-190''</ref> taking them to [[Unnamed Kig-Yar transport|another Kig-Yar vessel]]. On the surface of [[Metisette]], Thel captured the leader of the warband, [[Reth]].<ref>'''Halo: The Cole Protocol''', Chapter 29, ''pages 194-203''</ref><ref>'''Halo: The Cole Protocol''', Chapter 32, ''pages 214-217''</ref>

After managing to escape Reth's clandestine [[Unggoy]] army, Thel returned to the Kig-yar vessel, where they locked Reth up. Interrogating him, the Sangheili were surprised by Reth's insistence that he was allying with the humans with the blessing of the [[Prophet of Truth|High Prophet of Truth]], who sought to use the humans as a means to find their homeworld.<ref>'''Halo: The Cole Protocol''', ''pages 227-231''</ref> Reth eventually escaped when a nervous Grunt still loyal to him switched off the energy barrier, and fled into an escape pod.<ref>'''Halo: The Cole Protocol''', ''pages 235-237''</ref> Thel then turned his eyes to The Rubble, as a large skirmish between UNSC [[UNSC Midsummer Night|forces]] and Kig-yar forces was taking place on the ''[[Infinite Spoils]]''.<ref>'''Halo: The Cole Protocol''', ''pages 251-252''</ref><ref>'''Halo: The Cole Protocol''', ''page 268''</ref> He and his crew then boarded the ''Infinite Spoils'' and came face to face with [[Jai-006]] before fighting with him. At some point between 2535 and 2552, Thel 'Vadamee served as the [[Supreme Commander]] of the [[Fleet of Particular Justice]]. During this time he led the Covenant forces in the [[Battle of Camber]]. 'Vadamee and his fleet caught the UNSC forces completely unaware. He began his ground and orbital assault before most of the planet was aware of the attack. While 17 of his ships bombarded key defensive positions, 'Vadamee personally led an attack on the UNSC system headquarters. He first engaged the [[3rd Battalion Reserves]], who were caught completely unprepared. 'Vadamee ordered his men to wait for the humans to prepare to defend themselves before wiping out the entire unit.<ref name="h2at2">'''Halo 2: Anniversary''', ''[[Terminal (Halo 2: Anniversary)|Terminal 2]]''</ref> Throughout his time as Supreme Commander he was also responsible for the glassing of [[Bounty]], [[Alluvion]], [[Mesa]], [[Greydowns]], [[Kroedis II]], and [[Estuary]]. Near the end of his time serving as Supreme Commander, he led the Covenant forces under his command to victory over the UNSC's greatest military stronghold. The [[Fall of Reach]] proved to be the highlight of Thel's service in the Covenant. As the battle ended, Thel ordered a flotilla of warships to follow the fleeing {{UNSCShip|Pillar of Autumn}}. The ''Autumn''<nowiki>'</nowiki>s course led them to holy Forerunner artifact [[Installation 04]]. After confirming that the ring was a creation of the "gods", the [[Prophet of Stewardship]], the highest ranking political figure with the Fleet, immediately claimed authority over the operation, claiming the mission was now a religious matter. As Thel was unwilling to relinquish command with the ''Pillar of Autumn'' en route, and unable to contact ''[[High Charity]]'' to determine who held jurisdiction, a power struggle emerged between Thel and Stewardship for ultimate authority. As the [[Battle of Installation 04]] wore on, the Prophet began subverting Thel, misappropriating military forces to secure facilities on the ring. Thel sent a single infantry unit to the ''[[Ascendant Justice]]'' to relieve the Prophet, but it was destroyed on approach. The Prophet threatened further punishment for any future affronts to his leadership. As Thel assembled a strike force to physically relieve the Prophet, the emergency beacon on the ''[[Infinite Succor]]'' was activated. Thel dispatched a [[Covenant Special Operations|Special Operations]] force to assess the threat and procure the [[Minister of Etiology]].<ref name="priority">''[[Halo: The Flood]]'' (2010), [[Halo: The Flood#2010 bonus content|Adjunct]] - [[Priority Broadcast Log/Eleventh Cycle, Third Unit]]</ref> As Thel was about to leave with his strike force for ''Ascendant Justice'', [[Special Operations Commander|Spec Ops Commander]] [[Rtas 'Vadum]]ee returned to the ship and revealed the results of his mission: the [[Flood]] had been unleashed on Halo.<ref>'''[[Halo Graphic Novel]]''', ''[[The Last Voyage of the Infinite Succor]]''</ref>

At some point between 2535 and 2552, Thel's exceptional leadership and combat prowess earned him the rank of the Fleet of Particular Justice's [[Supreme Commander]].
[[File:H2A-ThelBeforeHierarchs.jpg|thumb|left|250px|The Hierarchs of the High Council leading the trial of Thel 'Vadamee.]]
With the situation deteriorating, Thel ordered the evacuation of all ships from the ring, as well as shooting down any vessel which failed to return clean bioscans. When Thel's force arrived on ''Ascendant Justice'', he discovered that the Prophet of Stewardship had left for the ''[[Truth and Reconciliation]]''. The crew of the ''Ascendant Justice'' acknowledged Thel's authority as Supreme Commander without hesitation.{{Ref/Reuse|priority}} Unsurprisingly, Thel refused to come to the Steward's aid after its capture by the UNSC. These distractions were to cost Thel the battle, as SPARTAN-117 and Cortana successfully detonated, ''Pillar of Autumn'' under the nose of the Covenant's occupation. The detonation destroyed the Halo ring, ending the Battle of Installation 04. With little else to be done, Thel ordered his surviving ships to fall back from the destroyed Halo. This retreat was to save his remaining fleet from the Flood, but not his honor. In an act that further humiliated Thel, the ''Ascendant Justice'' was captured by [[John-117]] and a small human boarding party. Shortly after his ships failed to pursue the ''Ascendant Justice'', Thel was called before the Covenant High Council to answer for his failures.<ref>'''[[Halo: First Strike]]''', Epilogue, ''page 340''(2003 paperback); ''page 408''(2010 paperback)</ref>

Near the end of his time serving as Supreme Commander, he led the victorious Covenant forces at the [[Fall of Reach]]. As the battle ended, Thel ordered all ships within his command to follow the fleeing ''[[UNSC Pillar of Autumn]]''. Following the ''Autumn'''s course led them to [[Installation 04]]. After confirming that the ring was a Halo, the [[Prophet of Stewardship]], the highest ranking Prophet with the Fleet, immediately claimed authority over the Ring, saying it was a religious matter rather than a political one. As Thel was unwilling to relinquish command with the ''Autumn'' approaching the Ring, and unable to contact ''[[High Charity]]'' to determine who was in charge, a power struggle emerged between Thel and Stewardship for ultimate authority. As the [[Battle of Installation 04]] wore on, the Prophet began suborning Thel and misappropriating military forces to secure facilities on the Ring. Thel sent a single infantry unit to the ''[[Ascendant Justice]]'' to relieve Stewardship, but it was destroyed on approach, with Stewardship threatening further punishment for any future affronts to his leadership. As Thel assembled a strike force to physically relieve the Prophet, the emergency beacon on the ''[[Infinite Succor]]'' was activated. Thel dispatched a [[Special Operations]] force to assess the threat and procure the [[Minister of Etiology]].  As Thel was about to leave with his strike force for ''Ascendant Justice'', [[Commander]] [[Rtas 'Vadum|Rtas 'Vadumee]] returned to the ship and revealed the results of his mission: the [[Flood]] was on Halo.
During his time returning to High Charity, Thel wrote a ''[[Halo 2 Limited Collector's Edition Manual|Report on the Atrocity at Halo]]'', detailing his view and apology for the ring's destruction alongside an analysis of the weaponry and vehicles of both the Covenant and Human ground forces.<ref>''[[Halo 2 Limited Collector's Edition Manual]]''</ref>{{clear}}

Learning this, Thel issued an evacuation order to all ships on the ring, while ordering all ships orbiting the ring to shoot down any ship which failed to return clean bioscans. When Thel's force arrived on ''Ascendant Justice'', Thel discovered that the Prophet of Stewardship had left for the ''[[Truth and Reconciliation]]'' on the ring, and the crew of the ''Ascendant Justice'' acknowledged Thel's authority as Supreme Commander.<ref>'''[[Halo: The Flood]]''', ''2010 Adjunct''</ref> The sudden wide-spread evacuation led to confusion as ships became infested, and he was unable to prevent the destruction of the ring and was forced to abandon it. The abandonment saved his life, but also resulted in the capture of the ''Ascendant Justice'' by [[John-117]], and he was called before the High Council to answer for these failures.

[[File:H2A-Arbiter&Prophets.jpg|thumb|250px|Thel 'Vadamee with Prophets of Truth and Mercy.]]
Aboard ''High Charity'', Arbiter Thel 'Vadamee witnessed the [[Changing of the Guard|replacement]] of the [[Sangheili Honor Guardsman|Sangheili Honor Guardsmen]] with the [[Jiralhanae Honor Guardsman|Jiralhanae]] as a result of Regret's assassination at the hands of the human [[Demon]]. Though distressed by change, and voicing his concerns to the Prophet of Truth, 'Vadamee made no further comment, as he has found out that the Covenant found another [[Installation 05|Halo]]. The High Prophets, who were surprised by both the fact that 'Vadamee had escaped from the Threshold gas mine and that he helped recover the Monitor Guilty Spark (the "Holy Oracle" to whom they inquired about Halo), decided to send him to Installation 05's "[[Quarantine Zone]]" to retrieve the [[Activation Index|"Sacred Icon"]]. This holy relic was needed to activate Delta Halo and begin the Great Journey. On the way to the surface via a Phantom captained by Tartarus, Thel learned from Jiralhanae Chieftain that it was the [[John-117|Demon]], the very same one responsible for Installation 04's destruction, who assassinated Regret.

With the uprising suppressed, the Brute [[Chieftain]] [[Tartarus]] extracted the Arbiter and used the [[Fist of Rukt]] to capture the Oracle. His actions, which involved throwing the Oracle into the [[Phantom]] recklessly, angered the Arbiter enough for him to remind the Chieftain who he was dealing with. With Tartarus, he left the gas mine via Phantom, as [[High Charity]] and the fleet were leaving Threshold's system.
Thel made his way through the [[Sentinel Wall]] (with a few surviving [[Unggoy]] and [[Kig-Yar]]) to deactivate the [[Library]]'s [[quarantine shield]], fighting a number of Sentinels and Enforcers, eventually passing by dead Jiralhanae on the way. He eventually deactivated the shield, but before Tartarus could pick him up, an Enforcer fired on his Phantom forcing him to break off. The situation was soon complicated when it was discovered that the Flood was running loose throughout the Wall and fighting the Sentinels. He progressively made his way on foot, briefly bearing witness to Human Marines being overrun by the Flood, who were slowly overwhelming the facility. Eventually, Thel made it to the other side of the Sentinel Wall, just as a [[Sentinel manufacturing facility]] was shot down by a Wraith mortar. Just as the Arbiter engaged the Flood on the ground, several [[Udka-pattern Assault Carapace|drop pods]] landed with [[Special Operations Sangheili]] aiding him in his rendezvous with a very surprised Rtas 'Vadumee, who commanded the Sangheili to hold off the Flood until Phantoms could drop in reinforcements, and after a tough fight, they did.<ref name="sacredicon">'''Halo 2''', campaign level ''[[Sacred Icon]]''</ref>

It was then when the Arbiter filled the Spec Ops Commander on the former's mission to find Halo's Sacred Icon. Rtas pledged his help and ordered his troops to accompany Thel, but not without warning him to not underestimate the Flood. The Arbiter then made his way through various structures and canyons where Sentinels and Enforcers were fighting Flood who commandeered numerous vehicles such as Ghosts, Wraiths, Warthogs, Specters, and even a Scorpion, before traversing through the same Sentinel Manufacturing facility he saw get shot down earlier. Eventually, Thel and Rtas found a Gondola that would take them straight to the Halo's Library, where the former's objective was located. However, they discovered that humans have commandeered another gondola and are heading for the same destination. But with incoming Flood approaching from behind, the Spec Ops Commander stays behind and holds them off while the Arbiter takes the Gondola ahead with remaining Sangheili reinforcements. Wave after wave, the Flood attacked, but the Arbiter and his allies managed hold them off until the Gondola reached its final destination.

The High Prophets, though surprised by the fact that 'Vadamee had escaped alive from the gas mine, were not ones to waste such an outstanding warrior, and thus, 'Vadamee was sent to the "[[Quarantine Zone]]" on [[Installation 05]] to retrieve the [[Activation Index|"Sacred Icon"]] which was needed to activate Delta Halo. Before the mission, the Arbiter witnessed the [[Changing of the Guard|replacement]] of the [[Elite Honor Guards]] with [[Brute Honor Guard]]s. Though distressed by change, and voicing his concerns politely to the Prophet of Truth, 'Vadamee made no further comment. Fighting his way through the [[Sentinel Wall]] (with a few surviving Grunts and Jackals) to deactivate the [[Library|Library's]] shield, he made his way on foot to the Library, aided by the Spec Ops forces of Rtas 'Vadumee. Eventually reaching a gondola, he and the commandos made their way to the library with relative ease, though they were forced to relentlessly fend off Flood, controlled-armor resistance, and Forerunner constructs. The commandos chose not to accompany 'Vadamee to the "Icon," instead protecting their gondola, believing it to be their only way of escape despite the fact that Tartarus' Phantom was still present at the time.
The Arbiter proceeded into the Library, encountering the remains of a battle between [[UNSC Marine Corps|UNSC Marines]], [[Sentinel]]s and [[Flood combat form]]s, and witnessed [[Miranda Keyes|Commander Miranda Keyes]] and [[Avery Johnson|Sergeant Johnson]] retrieving the Index. Using his armor's active camouflage, he stalked Johnson and Keyes. Leaping out of the shadows, 'Vadamee surprised Johnson, knocking him unconscious after a brief tussle. Keyes attempted to shoot Thel, but was quickly overpowered and disarmed. Tartarus then arrived and captured Keyes by using his hammer's gravity manipulation abilities, claiming the Index for himself. Tartarus informed Thel about the Jiralhanae's [[Great Schism|intended genocide]] of the increasingly "incompetent" Sangheili. Thel angrily proclaimed that the High Prophets would kill him for this treachery, only to be horrified that this treachery was sanctioned by the High Prophets themselves. The Chieftain then knocked the stunned Arbiter into a pit leading to the depths of Installation 05.{{Ref/Reuse|quarantinezone}}

Attacking while cloaked, 'Vadamee surprised Johnson, knocking him unconscious with a headbutt. Keyes, reacting quickly, opened fire on 'Vadamee with her SMG's, dropping his shields and hitting him in the side, but the Arbiter soon disarmed Keyes as well, before Tartarus and his Brutes joined the fight. After the initial scrape, Tartarus captured Keyes by using the Fist of Rukt's gravity manipulation to levitate her body and render her helpless, and claimed the Index for himself. A smug Tartarus informed the wounded Arbiter about the Brutes' intended genocide of the Elites, and that those orders came directly from the High Prophets. A shocked 'Vadamee realized that he had been betrayed seconds before he was blasted into a massive shaft leading to the depths of Installation 05 with a shockwave from the Fist of Rukt.

The Arbiter was rescued from his fall by the [[Gravemind]], the central intelligence of the Flood, and brought to its lair. It was here that the Arbiter met [[John-117]] for the first time. Bringing forth the assimilated [[Prophet of Regret]] and [[2401 Penitent Tangent]], the Gravemind attempted to convince 'Vadamee that the Halos were weapons of destruction, not a path to transcendence, a position which John supported. However, the Arbiter was resistant, though his attention was drawn when the Gravemind mentioned the possibility of everything perishing "as they did before." Instead of being killed by the fall, as expected, the Arbiter was captured in mid-air by the [[Gravemind]], the central intelligence of the Flood, and brought to its underground lair. It was here that the Arbiter met [[John-117]], who had also been captured/saved by the Gravemind. The Gravemind tried to convince 'Vadamee that the Halos were weapons of destruction, not transcendence, which John-117 supported, saying the High Prophets were "making a big mistake". Though 'Vadamee was still in doubt, he was slowly beginning to believe. In order to "show the truth" to 'Vadamee, the Gravemind teleported him to the Control Room, while the Chief was sent to High Charity, in order to stop the Index from activating Halo.

Discovering the consequences of the Prophets' betrayal of the Elites and the slaughtering of his species by the Brutes, the Arbiter joined forces with a band of Special Operations Commandos, Minors, Majors, and a Zealot, as well as a small number of Unggoy, to raze a Brute encampment. Eventually, he met Rtas 'Vadumee yet again, joining forces to reach a [[Scarab]]. Near the Scarab, the Arbiter and his forces managed to save a group of captured Councilors, and a group of UNSC Marines, including Sergeant Johnson.
[[File:HLC The Great Schism.jpg|thumb|250px|Thel Vadam and Tartarus duel to the death.]]
'Vadamee fought several Jiralhanae Honor Guardsmen before facing Tartarus, who had forced Miranda Keyes to activate Installation 05. Attempting to open Tartarus' eyes, Thel asked [[343 Guilty Spark]] what Halo's true purpose was. The Monitor replied that the Halos were built "to destroy all sentient life within three radii of the galactic core," as a weapon of last resort against the Flood. The Forerunners had not transcended into gods, but rather died as a final sacrifice to ensure the defeat of the ancient parasite.

Johnson made a shaky truce with the Arbiter in order to prevent Tartarus from activating Halo. Given they share a common enemy, they both agreed that Tartarus had to be stopped, with Johnson driving a captured Scarab and the Arbiter covering him from enemy Wraiths, [[Spectre]]s, and Banshees from the air. After destroying many enemy units along the way, they successfully reached the Control Room of Installation 05.
With this revelation, which confirmed everything that the Gravemind and [[John-117]] had tried to tell him, the Arbiter lost any remaining faith in the Great Journey and attempted to convince Tartarus to see reason. The Chieftain however, remained loyal to the Prophets. In the battle that followed, the Installation was activated. With the firing process enabled, the Arbiter, with sniper support from [[Avery Junior Johnson|Johnson]], killed Tartarus after a prolonged firefight. Miranda Keyes then rushed to remove the Index, preventing the activation of the array.{{Ref/Reuse|TGJ}}

'Vadamee fought several Honor Guard Brutes before facing Tartarus, who was forcing Miranda Keyes to activate Installation 05. He was surprised to see the Arbiter still alive and there was a standoff between the two parties. The Arbiter asked [[343 Guilty Spark]], who was also present, what Halo's true purpose was. The Monitor replied that the Halos were built "to destroy all sentient life in the galaxy" so that the Flood would die of starvation. In addition, the ones who built the rings, the Forerunners, died upon firing the rings as planned, contradicting the belief of their "transcendence". This convinced the Arbiter of the truth that he had been repeatedly told. It was from that moment that 'Vadamee's faith in the Great Journey had been shattered, his alliance with the humans absolute, and the treachery of the High Prophets fully realized.
The shutdown, however, activated a failsafe system; the rest of the Halos were set to standby mode, and could only be activated remotely from what Spark informed them was [[Installation 00|"The Ark"]]. After the Arbiter asked him its location, Spark gave them coordinates to [[Earth]].{{Ref/Reuse|TGJ}}<ref>'''Halo Encyclopedia: The Definitive Guide to the Halo Universe''', ''page 197''</ref>

With this revelation, the Arbiter tried to convince Tartarus to turn against the Prophets. Tartarus, however, blinded by his fanatical belief in the Great Journey, as well as his hatred for the Elites, ultimately chose to side with the Prophets. In the battle that followed, the Installation was activated and threatened to destroy all sentient life in the galaxy. The Arbiter, with the aid of [[Avery Junior Johnson|Johnson]] and several Elites, slew Tartarus, allowing Miranda Keyes to stop the activation in time. The shutdown, however, activated a fail safe system; the rest of the Halos were set to standby mode, and could only be activated remotely from [[Installation 00]]. 'Vadamee then escaped the Flood-infested installation with the surviving Humans and Elite forces.
The release of the Flood from the ring, however, would put their plans to get to Earth on hold: the Arbiter would once again rendezvous with 'Vadumee, now shipmaster of the recently-captured [[assault carrier]] ''[[Shadow of Intent]]'', flagship of the separatists' fledgling [[Fleet of Retribution]].<ref name="universe">[https://www.halowaypoint.com/en-us/universe/vehicles/shadow-of-intent '''Halo Waypoint''': ''Shadow of Intent'']</ref> Together, they formulated a plan for sterilization and quarantine. After leaving the Master Chief on the last departing flight from Crow's Nest before the base was leveled, Thel 'Vadam (known to his human allies only by his standing as the Arbiter) rejoined him at the docks, shortly after the Chief cleared the road to Voi of Covenant Loyalists and began to destroy a section of the Covenant mechanized presence defending the area rimming the Forerunner artifact. The Arbiter assisted the Chief and surviving UNSC forces in destroying a crucial anti-aircraft battery, aiding them as they fought through Covenant occupied warehouses, eventually helping them destroy the emplacement, and opening a hole in the Covenant anti-air defenses to allow Lord Hood's naval forces to assault the Prophet of Truth's [[Forerunner Dreadnought]], which was docked and idle atop [[the Artifact]].

Thel rejoined John-117 at the docks, shortly after the Master Chief cleared the road to Voi of Covenant by destroying a Scarab. The two then attacked a section of the Covenant mechanized presence defending the area around the [[Portal at Voi|Forerunner Portal]], which took them through a Traxus warehouse and in a confrontation with a pair of [[Mgalekgolo]] who sided with Brutes. Along the way, he cursed at a preaching hologram of Truth and declared that he will never again be [[Mark of Shame|shamed]], cementing his newfound hatred toward the last surviving Hierarch of the Covenant, and still fuming over his betrayal and lies.

The strike upon the Dreadnought did no visible damage. An enormous, fiery blue sphere was triggered over the activated Artifact, and formed a [[Portal]] through which Truth and the Covenant fleet retreated. 'Vadam roared in fury at the loss of their quarry. But before Lord Hood could consolidate the scattered and confused human resistance, a Flood-infested Covenant cruiser, which had broken through the Elite's quarantine fleet around High Charity, transitioned out of Slipspace nearby, crashing into the city and infesting a significant area in and around Voi.

The Arbiter and Chief proceeded to cauterize the local area of the Flood infestation, battling their way to the cruiser with the purpose of catastrophically overloading the crashed ship's engines to level the entire city before the parasitic infestation grew beyond control. They were aided by a handful of Marines who were not claimed by the Flood, and eventually Sangheili Special Operations shock troops, led by the recently promoted Ship Master Rtas 'Vadum, and a battle group under his command. 'Vadam learned of the fall of ''High Charity'' from a Sangheili Major who was leading Spec-Ops soldiers to fight alongside the Chief. The Arbiter assisted the Chief in clearing a swath to the crashed cruiser, and the Chief infiltrated the cruiser alone. He managed to recover a holo-projector that contained a fragmented message of [[Cortana]]. Rtas 'Vadum's fleet glassed the infected parts of Africa to prevent the Flood from continuing their infestation.
The Arbiter and the Master Chief proceeded to cauterize the local area of the Flood, battling their way to the cruiser to overload the crashed ship's engines and destroy the source of the infestation. As they made their way outside, John and Thel saw a [[Fleet of Retribution|Sangheili fleet]], led by Shipmaster Rtas 'Vadum, emerge from slipspace to assist the humans in [[glassing|cleansing]] with the Flood, with the flagship carrier, ''[[Shadow of Intent]]'', deploying a [[Special Operations Sangheili|Special Operations squad]] to reinforce the Spartan and the Arbiter. From his newly-arrived Sangheili comrades, 'Vadam learned of the fall of ''High Charity'' and how a single cruiser had escaped the station's blockade, and was perturbed by how so little ships were now all that's left of their fleet, and even more so due to the fact that the Flood has [[Flood pure form|evolved]]. The Arbiter assisted the Chief in clearing a path to the crashed cruiser, where they fought more Flood, including the newest pure forms that emerged from the wreckage, and learned that both Sangheili and UNSC leadership believed [[Cortana]] were aboard the downed Flood ship. While Thel and his fellow Sangheili made sure no Flood chased John, the Spartan entered the wreckage and retrieved Cortana, giving Rtas 'Vadum the opportunity to glass Voi and the surrounding areas to prevent the Flood from spreading.

Before and after being extracted from a Flood-infested Voi, Thel proved instrumental in moderating tensions between humanity and Sangheili, as the two races that had only recently been dedicated to each other's destruction. While Rtas 'Vadam callously advocated for the glassing of Earth to contain the Flood, Thel argued for a surgical strike on the landmass surrounding Voi.

Conferring aboard the Sangheili flagship ''[[Shadow of Intent]]'', the allies learned from a message sent by the AI Cortana (which was repaired by 343 Guilty Spark), that the Flood were on their way to Earth. However, she claimed that the Gravemind was unaware of the Portal at Voi, and that there was a solution to the Flood on the other side; one that would eliminate the parasite once and for all without the need to fire the entire Halo Array. After the message's conclusion, the Sangheili chose to follow the Covenant fleet and deal with the Brutes and Truth. Tensions quickly rose with Lord Hood wishing to make the UNSC's stand on Earth, and Rtas gravely claiming that Earth would not survive the Flood. Thel supporting John's desire to pursue Truth and attack the Flood preemptively, claiming that if Cortana was wrong, then there would be no way to stop the Flood. After the decision was reached, the Sangheili allowed at least two UNSC frigates, including the ''[[Forward Unto Dawn]]'', to accompany them through the portal and find Cortana's solution to the Flood.{{Ref/Reuse|Floodgate}}

Arriving at the Ark, the Arbiter joined the Master Chief at the entrance of a local [[Cartographer]] facility to clear their way, shortly after the Sangheili annihilated Truth's Covenant fleet. Once there, they learned of Truth's location, as well as the forces he had deployed to the Ark's surface. When the group was attacked, the Arbiter joined the battle for air superiority, instructing John to follow 343 Guilty Spark to a nearby location for extraction.<ref name="TheArk">'''Halo 3''', campaign level ''[[The Ark (level)|The Ark]]''</ref>

With the destruction of the Covenant fleet, Rtas 'Vadum's carrier positioned itself near the Ark's [[Installation 00 Citadel|Citadel]] - where Truth planned to remotely activate the rings. Commander Keyes led a three-pronged assault on the shield generators protecting Truth's citadel, with the Arbiter leading a Sangheili squad to deactivate the second tower, while the Chief would handle and first and Johnson the third. While both John and Thel succeeded in deactivating their towers, Sergeant Major Johnson failed to deactivate the third generator due to heavy Jiralhanae resistance. After the Chief made his way to the third tower, the Arbiter landed his forces at the third tower to support the Master Chief in successfully deactivating the final generator and shutting down the barrier, pushing through packs of Jiralhanae, a swarm of Yanme'e, and a pair of Mgalekgolo along the way.{{Ref/Reuse|TheCovenant}}

With the barrier disabled, Shipmaster 'Vadum prepared to bomb Truth's position, but ''High Charity'' suddenly exited Slipspace and crashed into the Ark. In its plummet to the surface, ''High Charity'' scattered a barrage of infection capsules which crippled the carrier. The Arbiter led his forces in conjunction with the Marines to clear the third tower of Flood, with the Chief's assistance. After the UNSC and separatist forces regrouped, they learned from Cortana's message that the Flood had taken control of High Charity and were on their way to Earth. However, she continued to say that the Gravemind was unaware of the Portal, and states that on the other side is a solution to stop the Flood, without firing the remaining Halo rings. Because the Chief trusted Cortana, he and the Separatists dedicated all their forces to go through the Portal, arriving at the Ark. The Arbiter joined the Master Chief at the entrance of a local [[Cartographer]] facility to clear their way through the building to the Cartographer terminal. Once there, they learned Truth's perilous location, as well as an unfortunate defense he had conjured from the Ark itself. When the group was attacked after activating the Cartographer, the Arbiter joined the battle for the skies, instructing the Chief to follow 343 Guilty Spark to a location for extraction.
===Death of Truth===

[[File:TruthDeath-large.jpg|thumb|left|250px|Thel 'Vadam executes the Prophet of Truth.]]
With the Covenant, including two Scarabs, guarding the Citadel defeated, Thel and John entered the Citadel, with the latter making clear that the Prophet of Truth would die by the Arbiter's blade, not the Flood who were scaling the Citadel's walls. They saw Truth broadcast his "faithful" and intending to activate the Halo Array with Johnson as a captive. As the Spartan and the Arbiter reach the top of the elevator shaft leading to the Citadel's control room, the Flood [[Gravemind]] unexpectedly formed a tentative alliance with them, claiming that it would cooperate with them in order to kill Truth and abort the firing of the [[Halo Array]]. Fighting through the remains of Truth's forces, this unlikely alliance eventually approached the location of the last High Prophet of the Covenant, briefly mourning the death of Miranda Keyes.

With the decimation of the Covenant Loyalist Fleet, Rtas 'Vadum's carrier positioned itself near the Ark's [[Citadel (Forerunner)|Citadel]] - where Truth planned to remotely activate the rings - in preparation to deal a lethal blow to Truth's stronghold. Commander Keyes led a three-pronged assault, in which the Arbiter and Chief participated in, on the shield generators to lower the barrier around Truth and the Citadel by deactivating the generator from a console in the tower's spire. After Sergeant Major Johnson failed to deactivate the third generator because of Brute resistance, the Arbiter landed his forces at the third tower along with the Chief to deactivate the final generator and shut down the barrier.
The Arbiter furiously approached Truth, who had been infected by the Flood and was slowly undergoing mutation, and declared his dogmatic claims about the Great Journey would not last. The Gravemind spoke through Truth, informing Truth that he was deluded to think he could achieve godhood, and claimed he would be "food, nothing more". It was then that Thel declared that he would have his vengeance upon a Prophet, not a disease, but not before forcing Truth to see John deactivate the Halo Array, with Truth expressed one final defiance as the "voice of the Covenant". With little hesitation, Thel "silenced" Truth, by impaling him with his energy sword before his Flood transformation could progress. At that moment, the leader of the Covenant fell dead with John looking on, but they were suddenly faced with the betrayal of the Flood, which now no longer faced any obstacles in killing the two and going on to consume the galaxy.{{Ref/Reuse|TheCovenant}}

As Rtas 'Vadum maneuvered over the citadel to glass Truth, ''High Charity'' exited Slipspace, crashing into the Ark. In its plummet to the surface, High Charity scattered a barrage of infection capsules which put 'Vadum's carrier out of commission and seeded the Ark with Flood. The Arbiter led his forces in conjunction with the Marines to clear the third tower of Flood, with the Chief's assistance. As a security measure, the Arbiter escorted a distressed 343 Guilty Spark to reconnoiter the damage inflicted to the Ark by the Flood, leaving his Sangheili with the Chief to push on to the Citadel.
===Destroying the Flood===

After a desperate escape from the Flood, the two soldiers witnessed Cortana's solution to the Flood: the construction of a [[Installation 08|new Halo ring]] that was meant to replace the recently destroyed Installation 04.{{Ref/Reuse|TheCovenant}} As this replacement ring was not linked to the rest of the network, it could be fired safely, destroying every remaining Flood Pod infector in its radius, without harming humanity or the Covenant client races back in the Milky Way galaxy. The Arbiter, Johnson and Rtas 'Vadum evacuated all UNSC and Sangheili forces from the Flood-infested Ark while John went to rescue Cortana from ''High Charity'', as she had the [[Activation Index|index]] from the first Halo ring. Some time later, Thel arrived on ''High Charity'' shortly after John set it to self-destruct, using an [[M7057 flamethrower]] to cover their escape.<ref name="Cortana">'''Halo 3''', campaign level ''[[Cortana (level)|Cortana]]''</ref>

===Death of Truth===
The two then escaped on a [[D77H-TCI Pelican]] as High Charity exploded behind them. The Pelican flew past the ''Shadow of Intent'', which has successfully evacuated all surviving Humans and Sangheili from the Ark, with the Thel declaring to Rtas that he will see the fight against the Flood be finished and decided to accompany his newly-befriended Spartan ally as their Pelican crashed onto the snowy cliffs of Installation 08. Scaling through the icy caverns, the pair approached an exact replica of the original Halo's control room as multiple [[Flood dispersal pods]] rained down around them and poured countless combat forms and pure forms around them. Aided by the Halo's sentinels, and eventually Johnson armed with a Spartan Laser, the Chief and the Arbiter made their way up the ziggurat fighting numerous Flood forms floor by floor. As they reached the top, the enraged Gravemind made one last defiant effort to kill the two soldiers, dropping countless forms to swarm and kill them, but they were unsuccessful as they rendezvoused with Sergeant Major Johnson and entered the structure as more dispersal pods were landing outside. Once the trio approached the control room, Thel stayed to cover the door as they heard a multitude of Flood closing in from behind.

343 Guilty Spark suddenly appeared in the control room, but the Monitor betrayed them after realizing that an immediate activation of the incomplete ring would destroy it and damage the Ark. In the battle that followed, the [[rampancy|rampant]] 343 killed Johnson and knocked the Arbiter out of the room. After the destruction of 343, and a solemn Cortana's activation of Halo via the Index, Thel expressed sorrow over Johnson's death, noting his sacrifice would not be forgotten. Making their way outside, with Halo shaking and exploding all around them, they fought more Flood and the now-hostile Sentinels, and backtracked the path Johnson took along the canyons walls in order to escape on the ''Forward Unto Dawn''. Once John, Thel, and Cortana travelled through a pulse generator, they found a [[Warthog]] left behind by Johnson, and resolved to escape the crumbling Halo. It was a long drive through skirmishes of Flood and Sentinels and falling debris all around, but the trio succeeded in reaching the ''Forward Unto Dawn'' and escaped the Ark and Halo just before it fired. Before departing to the bridge, Thel and John nodded to each other, a moment of mutual respect between warriors. This would be the last time 'Vadam would see the Chief for several years, as he then exited the hangar, and made his way to the bridge, while Chief and Cortana stayed behind and guided the frigate to its jump point, but the slipspace portal collapsed as ''Forward Unto Dawn'' transitioned.

The aft end of the ship, with John-117 and Cortana aboard, was sheared off and left adrift in unknown space. The bow section, containing 'Vadam, completed the jump and crash-landed on Earth, where he was rescued. The Covenant Empire had ceased to exist, and Thel began the first steps to bring his people into a new future.{{Ref/Reuse|Halo}}{{clear}}

Thel acted as a voice of reform to the Sangheili, uniting the keeps under a new planetary government, the [[Swords of Sanghelios]]. Returning to his [[Sanghelios|homeworld]], he planned to visit each state to make his case for permanent peace with the [[human]]s they had battled for so many years;<ref>'''[[Halo: Glasslands]]''', Chapter 5, ''page 130''</ref> one of these would be a meeting in the state of [[Mdama]]. He told the elders that if any of them disagreed with him strongly enough, they could attempt an assassination as per Sangheili tradition.<ref>'''Halo: Glasslands''', Chapter 2, ''pages 58-61''</ref>

These reforms did not meet with universal approval. By January 2553, there was great dissent among disparate Sangheili parties, especially from the more devout believers in the Forerunners' divinity. Some, such as [[Avu Med 'Telcam]] and his [[Servants of the Abiding Truth]], saw the Arbiter as a [[Treason|false]] leader that has betrayed their pre-Covenant worship of the [[Forerunner]]s and sought to preemptively strike at humanity, fearing they would retaliate for the war. Additionally, many devout believers regarded Thel a "false Arbiter", stating that his very existence was heretical as he did not sacrifice himself the battle as was traditional of Arbiters in the Covenant. Others opposed 'Vadam not on religious grounds but due to his alliance with humanity, considering the notion of peace with the humans hopeless and that they could not be trusted.{{Ref/Reuse|wp thel}} Thel argued with logic, they had not only failed to defeat humanity in the end, but attacking them would bring Sanghelios to ruin after the sundering of the Covenant had left their people without the technical expertise to replace lost warships, or maintain their own infrastructure.

In the midst of these events, the [[Office of Naval Intelligence]] secretly assisted 'Telcam in creating an insurrection against 'Vadam, in order to keep the Sangheili divided and prevent them from threatening the UNSC.<ref>'''Halo: Glasslands''', Chapter 1, ''pages 20-26''</ref>

On March 3, 2553, 'Vadam was present at the dedication of the memorial to those humans lost during the Covenant War. In March 2553, the Arbiter greeted Phillips in Vadam. Phillips requested a tour of Sanghelios' most ancient cities to which Thel approved and assigned Phillips an escort, [[Cadan 'Ilmir]].<ref>'''Halo: Glasslands''', Chapter 17, ''page 425''</ref>  Not long after, they lost Phillips in [[Ontom]] after dissident Jiralhanae detonated an explosive in the state. In the wake of this uprising, 'Telcam and the [[Servants of the Abiding Truth]] launched their attack on the state of Vadam. 'Vadam was later contacted by Lord Hood who informed him that he could recover Phillips and quell the rebellion. 'Vadam was doubtful of his offer but graciously accepted his help.<ref>'''[[Halo: The Thursday War]]''', Chapter 9, ''pages 236-238''</ref> Despite 'Telcam's ship having been shot down early in the battle, the situation on Sanghelios intensified as reinforcements from like-minded [[keep]]s arrived to attack Vadam keep. Lord Hood arrived on Sanghelios onboard humanity's most powerful ship, {{UNSCShip|Infinity}}. The Arbiter was caught off guard and as his own reinforcements failed to arrive on time, he reluctantly accepted the UNSC's help in fending off the attackers. ''Infinity'' decimated the rebel forces while {{UNSCShip|Port Stanley}} posed as a Kig-Yar pirate ship and covertly destroyed some of 'Vadam's ships, leaving the Arbiter with a Pyrrhic victory. After the battle, 'Vadam was in talks to visit UNSC ''Infinity''.<ref>'''Halo: The Thursday War''', Chapter 16, ''page 405''</ref>

Later in 2553, 'Vadam sent 'Vadum on missions to the frontier colonies to give the shipmaster a much needed break from combat. However, during these missions, 'Vadum encountered a surviving Covenant [[Prelate]] and [[Minister (title)|minister]]—[[Tem'Bhetek]] and [[Boru'a'Neem]] who led [[Jiralhanae]] forces. With the help of [[Tul 'Juran]] of [[Rahnelo]], 'Vadum was able to defeat the two San'Shyuum and their forces. Afterwards, 'Vadum contacted 'Vadam and briefed him on the events that transpired. 'Vadam attempted to convince his friend to return to Sanghelios for a break, but 'Vadum wished to continue his missions in the frontier to search for the remaining San'Shyuum, to which the Arbiter agreed to. At 'Vadum's suggestion, 'Vadam also amended the Swords of Sanghelios' protocol to allow the enlistment of females in the military after 'Vadum personally witnessed the skill 'Juran showed in combat.<ref>'''[[Halo: Shadow of Intent]]''', ''pages 81-83'' (Google Play edition); '''[[Halo Fractures]]''', Shadow of Intent, ''page 149-150''(paperback)</ref>

In [[2555|March of 2555]], the UNSC contacted 'Vadam after discovering that the Halo Array had been set to fire in three weeks. The countdown had been initiated from the Ark, and the UNSC requested the Swords of Sanghelios' aid in re-activating the [[Portal at Voi|portal]] at [[Voi]] in order to dispatch a team there to disable the activation sequence. Inside the repair depot, 'Vadam notified Hood and the rest of an old fortified redoubt in which they could take refuge in. Meanwhile, John-117 and the rest of [[Blue Team]] had apparently gone rogue to pursue Cortana and the UNSC dispatched [[Fireteam Osiris]] to retrieve them. After Blue Team escaped Osiris aboard a Forerunner [[Guardian]] that Cortana had entered into slipspace to an unknown location, Doctor [[Catherine Halsey]] and Spartan Sarah Palmer proposed for Osiris to utilize the Guardian located near Sunaion to follow Blue Team. Not wishing for the UNSC to get too engaged in the Sangheili civil war, Lasky had ''Infinity'' travel to Swords of Sanghelios and arranged for Osiris to be escorted to the Arbiter's position by Swords of Sanghelios soldiers. Osiris fought their way through many Covenant entrenchments between their landing point and the Arbiter's location within the Elder Council Chamber, while 'Mdama's Covenant started to overwhelm the Swords of Sanghelios at the camp; several corpses from these ambushes were witnessed by Osiris on their way to the Arbiter. With help from surviving Swords of Sanghelios soldiers, the Spartans eliminated 'Mdama's Covenant forces around the chamber and moved inside to find the Arbiter; Osiris arrived at his position just as he was single-handedly killing several Covenant Sangheili. After Thel entered the Citadel, joining the Chief at the bridge to the Citadel with a distraught 343 Guilty Spark, the Flood formed an alliance with them to reach Truth and abort the firing of the [[Halo Array]]. Fighting through the Loyalist forces standing between Truth and themselves, the Arbiter and the Master Chief succeeded in reaching the same platform as the Prophet of Truth. The Arbiter approached Truth, who was by now partially infected by the Flood. The Gravemind spoke through Truth, informing him that he was deluded into thinking that he will become a god; 'Vadam warned the Flood mind to not infect the Prophet, allowing him to take revenge. After a brief conversation, the [[Prophet of Truth]] makes a quick speech before witnessing the Master Chief deactivating the Halo Rings to his horror, and then was promptly executed by Thel's Energy Sword before Truth was fully infected by the Flood, taking his revenge for Truth's crimes and finally bringing him to justice. It is seen here that the Chief starts to trust Thel even more, after killing the Hierarch who called for Humanity's destruction. The Chief and Thel then faced the betrayal of the Flood's allegiance with the abortion of Halo's firing.

Returning to the Arbiter's primary camp in Nuusra with Palmer and Halsey, 'Vadam and Osiris leader Spartan [[Jameson Locke]] spoke about using Sunaion's Guardian to pursue Blue Team, with the latter greeting and thanking the former for his cooperation on behalf of Captain [[Thomas Lasky|Lasky]]. While understanding of Spartan Locke's intentions, he was understandably distrustful of the human standing before him, not only because of the ONI logo on his armor, but he somehow recognized him as the very [former] [[Terminal (Halo 2: Anniversary)/One|agent]] [[Terminal (Halo 2: Anniversary)/Two|who]] [[Terminal (Halo 2: Anniversary)/Three|volunteered to terminate]] him during the [[Human-Covenant War|war]]. In response, Locke sternly-yet-politely pointed out that he saved his life. And 'Vadam was even more concerned that he was hunting the very Spartan he fought alongside with six years ago, whom he referred to as the "greatest of [the Spartans'] clan". However, using her recently gained access to the [[Domain]], Cortana suddenly blacked out every network at the camp, taunting Locke in the process. Halsey came up with a plan that involved locating a Forerunner [[Constructor]] at a support station for the Guardian and inputting commands into it to make the construct activate the Guardian for Osiris. And while the Swords of Sanghelios had the firepower to get the Spartan-IVs in Sunaion, he refused to commit to an attack on the final stronghold of Jul 'Mdama's Covenant until victory was a guaranteed certainty. He was briefing his fellow Swords at the camp who were alarmed by Cortana's disruption, reminding them they fight one enemy at a time; their target being 'Mdama's Covenant. While his Sangheili were alarmed by the Guardian's inevitable reawakening, he assured them that he was relying on it, stating that the Guardian's departure in the eyes of 'Mdama's Covenant who worship it and its makers will be further demoralized upon seeing their idol deity depart and abandon them to their fate at the hands of the Swords. '<ref name="alliance">'''Halo 5: Guardians''', campaign level ''[[Alliance]]''</ref> At some point, from his security officer Mahlo 'Turagg (via an interrogation toward a Covenant Unggoy), Thel discovered that [[Murok 'Vadam]], one of his own family, was the one who betrayed him and left him to die during 'Mdama's Covenant's attack at the Elder Council Chamber. Murok was cooperative during his interrogation, thinking the Arbiter wouldn't kill anyone from his own clan; he was soon proven wrong as Thel executed him for his treachery.

Jul 'Mdama's Covenant deployed a {{Pattern|Shuul'se|Kraken}} between the support station and Osiris' position. While the Arbiter's forces engaged the Kraken with air squadrons, Osiris provided ground support. While the Swords of Sanghelios pushed the Kraken into a retreat, Osiris boarded the walker and destroyed its power core. With the Kraken destroyed, Osiris entered the nearby Forerunner support station and retrieved the Constructor. However, the Spartans were suddenly engaged by [[Promethean]] constructs.<ref name="enemy lines">'''Halo 5: Guardians''', campaign level ''[[Enemy Lines]]''</ref> After battling their way to the extraction point, Osiris returned to the Swords of Sanghelios camp at Nuusra, where 'Vadam and Spartan Palmer were discussing the aerial assault on Sunaion, and was ready to begin his attack and finally destroy 'Mdama's Covenant. [[File:Thelbadass.png|thumb|250px|left|Thel fighting at Sunaion.]]

Fighting their way back the way they had come, the two witnessed the construction of a new Installation 04, and planned to activate it. The Arbiter, Johnson and Rtas 'Vadum evacuated all UNSC and Separatist forces from the Ark. The Arbiter, worried about the Chief (who went to High Charity alone to rescue Cortana) arrived after the Master Chief at High Charity's crash site, and eventually found the Chief, who had already accomplished his objective. 'Vadam used a [[M7057 Defoliant Projector|Flamethrower]] to cover their escape as High Charity began to explode.
'Vadam's Swords of Sanghelios  and Spartan-IV Fireteam Osiris traveled to Sunaion aboard a {{Pattern|Kmiro'sish|Lich}}, narrowly avoiding [[Upisa'weri-pattern Shrike|anti-air weaponry]]. While the Arbiter led his forces in engaging Jul 'Mdama's Covenant forces, Osiris destroyed the anti-air emplacements to allow  more air support from one of the Swords of Sanghelios' fleets. Osiris then moved towards the Guardian's position, with Locke warning the Arbiter to move his fleet before the Guardian set off its concussive blasts upon activation; 'Vadam responded with a Sangheili proverb about victory and honor, and personally asked Locke to send John-117 his greetings. However, while Swords and 'Mdama's Covenant were fighting each other in the upper levels, Promethean constructs appeared and began engaging both Sangheili factions near the Guardian's location, and eventually started to overwhelm the Arbiter's forces. As the Guardian began to initiate its activation sequence, parts of the city began falling apart. Osiris arrived at Arbiter 'Vadam's location just as he was killing a [[Promethean Knight]], and he soon reacted with anger that Prometheans kept warping in. The Arbiter and the four Spartans came under continuous attack from Promethean forces and were soon attacked by the [[Warden Eternal]]. The five managed to defeat the Warden and his Prometheans, just as the Guardian began to leave Sanghelios. Palmer managed to pick up the Spartans in a Pelican and drop them off aboard the Guardian before the construct left the planet into slipspace. 'Vadam then regrouped with his own soldiers and led the Swords of Sanghelios in eliminating the last of 'Mdama's Covenant forces on the planet.{{Ref/Reuse|sunaion}}

The two then escaped on a [[D77H-TCI Pelican Dropship]] from ''High Charity'', crashing it into the newly-constructed Halo; after fighting through numerous Flood forms, they met up with Sergeant Major Johnson and 343 Guilty Spark at the [[Control Room]]. The Monitor turned on them after realizing that an immediate activation of the ring would destroy it and damage the Ark, as the ring was not yet complete. In the battle that followed, the [[rampancy|rampant]] Monitor killed Johnson and blasted the Arbiter out of the room; however, even the Monitor fell to the Master Chief.  Both Cortana and Thel expressed sorrow over Johnson's death. The Master Chief activated Halo and retrieved Cortana as the ring began to collapse. He and the Arbiter then retrieved Johnson's [[Warthog]], crossed newly-built Forerunner structures as they collapsed, all while being attacked by more Flood and the now-hostile Sentinels.  They succeeded in reaching the ''Forward Unto Dawn'' and escaped the Ark and Halo just in time. Upon entering the ship's cargo bay, it tilted and sent a [[M808B Main Battle Tank]] hurtling towards 'Vadam, nearly crushing him. 'Vadam ran into an alcove and narrowly dodged the tank. Before running to the bridge, he and the Chief (in a brief moment of camaraderie) exchanged nods; this was the last time 'Vadam saw the Chief. Soon after, Cortana activated the ship, as 'Vadam made it to the bridge and took control.

After his victory at Sunaion, 'Vadam and his forces returned to their campsite at Nuusra with Halsey and Palmer. However, during this time, a Guardian returned back to Sanghelios after the Sangheili refused to surrender to the [[Created]], a faction of rogue artificial intelligences founded by Cortana. The Guardian finished off the remaining Covenant ships and began blacking out the planet with ground assistance of Prometheans which were sent in to pacify cities that refused to surrender.{{Ref/Reuse|BB}}

The portal collapsed as the ''Forward Unto Dawn'' was transiting and the aft end of the ship, with John-117 and Cortana, was sheared off and failed to return to Earth. The bow section, containing 'Vadam, made it through and crashed into the sea, where he was rescued. 'Vadam was present at the dedication of the memorial to those lost during the war, on March 3, [[2553]]. After being thanked by Admiral Lord [[Terrence Hood]] for "standing by [[John-117|him]] to the end", saying "It's hard to believe he's dead", 'Vadam responded, "Were it so easy". This line of text is also said during his first line in ''Halo 3'', showing respect and similarity between a [[SPARTAN-II Program|Spartan]] and the Arbiter, by how they are nearly impossible to kill. The Arbiter departed for Sanghelios aboard the ''Shadow of Intent'' as the ship master, with Rtas 'Vadum and the rest of the Elites who fought at the Ark to see if it was safe.
===Standing up against the Created===
In late [[2559]], three days after Cortana had [[Razing of Oth Sonin|destroyed]] the Jiralhanae homeworld of [[Doisac]], Thel 'Vadam [[High Gathering|met]] with the [[Kaidon|high kaidons]] of several [[Sangheili colonies]]. At this meeting, 'Vadam proposed the [[Concert of Worlds]], intending to unify the Sangheili and take their fate into their own hands rather than submit to the tyranny of Cortana. No agreements between any of the officials could be made at the meeting, and 'Vadam left the gathering frustrated by the lack of progress. The Arbiter and his escorts—Usze 'Taham and [[Kola 'Baoth]]—returned to Vadam keep in a [[Crav]] operated by his adjunct, N'tho 'Sraom. As they passed through the [[Old Borough]] in [[Vadam Valley]], the Crav was stopped by Created [[armiger]]s who were looking for participants of a recent fight at the tenement islands by the [[Kolaar Manufactorum]]. Although his associates were reluctant, 'Vadam consented to a search of the Crav. During the search, the group's weapons were confiscated, to the outrage of 'Vadam's escorts. Understanding that striking down the armigers would result in a chain of events ending with the appearance of a Guardian, 'Vadam had his men back down.{{Ref/Novel|Id=Out1|Out|Chapter=1}}

==Personality==
After he returned to his keep, 'Vadam was informed that [[Crei 'Ayomuu]], an [[Oath Warden]], had arrived to speak with him. From this Sangheili, 'Vadam learned of the true events at the tenement islands: armigers had ransacked the settlement in search of a human [[Xenoarchaeology|xenoarchaeologist]] named [[Keely Iyuska]] who had discovered that the planet [[Netherop]] might hold the key to defeating the Created's Guardians. Still suspicious of 'Ayomuu and his client, Thel 'Vadam agreed to assist the Oath Warden in his search for Iyuska, whom he had be contracted to locate.{{Ref/Novel|Id=Out2|Out|Chapter=2}}
Thel, like most Sangheili, is keen to do things in an honorable manner and according to the Sangheili honor codes, though he is and even was when fighting the humans more flexible when it came to the tactics that he used and in particular showed a keen interest in human weapons (even before the Great Schism). His personality changed a great deal during and directly preceding the Great Schism. While once zealous and unquestioningly obedient to the Prophets' will, after learning of the true nature of the Halo rings, he became more open-minded and accepting of the humans, his former mortal enemies.

After the Battle of Installation 04, he was honestly ashamed for his failure at Halo, and only wanted to regain his honor dying for the Prophets. He begun to doubt their words after the betrayal of Tartarus and his encounter with the Gravemind, but he still remained stubbornly attached to his faith. When he heard the truth of the rings from 343 Guilty Spark, he finally accepted it and tried to offer peace to Tartarus, who refused.
Later on, Thel 'Vadam and [[Spartan-IV]] [[Olympia Vale]], led a mission on the hostile world of Netherop in an attempt to locate a rumored ancient artifact which could be the key to ending the Created's rule over the [[Milky Way|galaxy]].{{Ref/Novel|Id=OutSummary|Out|Detail=Official summary}}

After Thel got betrayed by the Prophets, he developed a hatred toward the Prophets, wanting revenge for his betrayal. After he learned and accepted the truth about the Halos, he also gained respect for the humans. He may have even felt sort of guilt for his past actions towards them, as he prevented Rtas from completely glassing Earth even though that meant risking a Flood outbreak. He respects particularly Johnson and the Chief, despite trouble the SPARTANs had caused him in the past, grieving over Johnson's death and the Chief's disappearance.

[[File:H2A - Thel's face.jpg|thumb|250px|Thel after the Hierarchs offer him the position of Arbiter.]]
Thel, like most Sangheili, held an obsession with honor and tradition for most of his adult life. However, he was more flexible than his peers when it came to the tactics that he used, and in particular showed a keen interest in human weapons even before the Great Schism. His worldview changed greatly during the Great Schism. While once zealous and unquestioningly obedient to the Prophets' will, after learning of the true nature of the Halo rings, he became more open-minded and accepting of the humans, his former enemies. His experiences as Arbiter also made him more pragmatic than most Sangheili, being willing to accept help from the UNSC in fending off an assault on [[Vadam keep|his keep]]. He has shown to be true to his title "Arbiter", and sometimes tries to negotiate with his enemies, such as [[Yanme'e]] during the Battle for Earth (though this fell on deaf ears).

In spite of his understandable resentment of the Prophets, the hatred Thel' Vadam has towards the [[Jiralhanae]] does not appear to be as strong or destructive as that of other [[Sangheili]] such as his friend Rtas Vadum; one example of this is when the Arbiter tried to reason with [[Tartarus]] in Installation 05's Control Room (though this does not mean he's that ''fond'' of them as a race either). He is shown to be true to his title "Arbiter" as he often tries to negotiate with some of his other enemies (e.g. Drones) and will only kill wave after wave of enemies if he has to. He has deep respect for his fellow Sangheili (part of it being shown in his first meeting with Rtas 'Vadum, and the things he says when he crouches by bodies of dead Elites in Halo 3).
As noted by [[Jameson Locke]] in his [[target profile]] on him, Thel was an incredibly brilliant commander, known for utilizing advanced tactics that made his fleet unstoppable. Among the Covenant, he was noted for being one of the youngest Sangheili to attain the ranks of both Shipmaster and Supreme Commander.<ref name="a2at12">'''Halo 2: Anniversary''', ''[[Terminal (Halo 2: Anniversary)|Terminal 12]]''</ref> During the war, 'Vadamee was known for his tendency to lead campaigns from the front lines. Thel also managed to inspire great loyalty in his subordinates. While [[Rtas 'Vadum]] initially lost his respect for Thel for the loss of Installation 04,{{Ref/Reuse|thearbiter}} Thel's subsequent actions at the gas mine and Installation 05 restored it and strengthened their comraderie, to the point where Rtas spared Earth from a full Flood-quelling [[glassing]] at Thel's urging.{{Ref/Reuse|Floodgate}} [[Jora 'Konaree]] thought of him like a cousin, and Sesa 'Refumee considered him to be the only individual that he would trust with [[343 Guilty Spark]]'s revelations, though Thel's appointment as Arbiter prevented any detailed conversations.{{Ref/Reuse|a2at13}} Even so, however, he was able to comprehend the same message when it was told to him by the [[Gravemind]], [[John-117]], and [[343 Guilty Spark]].{{Ref/Reuse|TGJ}}{{Ref/Reuse|Gravemind}}

Thel 'Vadam stands an intimidating seven feet and ten inches, and possesses huge fingers, as do all other Sangheili. Because of this, Thel struggles to put his hands around guns such as Magnums or Plasma Pistols (and due to his height, when sitting in a Pelican Dropship, he involuntarily takes up a lot of leg room). In ''Halo 2'', numerous small graphical and gameplay differences exist between the Arbiter and the Master Chief. When playing as the Arbiter, the Chief's flashlight is replaced by an Active Camouflage feature, exclusive to ''Halo 2''; due to the antiquated armor of the Arbiter, the camouflage does not last forever -- it lasts for ten seconds on [[Easy]] and [[Normal]] difficulties, and five seconds on [[Heroic]] and [[Legendary]] difficulties. The Arbiter bleeds purple blood instead of red, and his [[Heads Up Display]] is sleeker. The Arbiter's HUD is also a purple color, rather than the Spartan blue; in ''Halo 3'' it is teal and is presented in a more curved fashion than Player One's. Player Three and Four's HUDs are also more curved as they too are Elites. In ''Halo 2'', the sound his shield makes when it is depleted is different from that of the Master Chief's. In ''Halo 3'', he still has Active Camouflage, but it is only illustrated in the first cutscene of the game and to elude enemies -- it cannot be used when playing as the Arbiter. He has a flashlight on his left shoulder in ''Halo 3'', which can be used by players in [[Co-op]].
[[File:Chiefarbiter.jpg|thumb|250px|John-117 and Thel 'Vadam fighting alongside each other.]]
Despite his former hatred for humans, Thel has displayed great respect for some, even former battlefield foes. He also holds admiration for humanity's courage; this is most clearly seen by his actions to avoid the glassing of Earth, even though that meant risking a possible Flood outbreak. Presumably due to the role Johnson played in his killing of Tartarus, Thel respected him greatly and grieved his death, expressing sorrow to the Master Chief, but promising that his sacrifice would not be in vain. Despite initially hating the Master Chief greatly for destroying Installation 04 and being the "Demon" of the Covenant who killed so many soldiers, the Arbiter came to greatly respect and trust the Chief. The Chief and Gravemind helped convince him of the truth of the Great Journey and they fought together against the Covenant and Truth. Together they defeated Truth and deactivated the Halo Array. When the Master Chief went to rescue Cortana and activate [[Installation 08]], Thel remained behind to help him and shared a nod of respect with him when it was over. Even though the Master Chief was believed to be dead, Thel showed disbelief in this presumption, confident that the Spartan had survived thanks to his extraordinary ability to overcome impossible odds. After the events of Ealen IV and discovering the Chief was still alive, Thel believed John was the key to the galaxy's future. He also admitted to Spartan Locke that even when they were enemies and he called the Chief "Demon," it was with a modicum of respect for him. He also admitted that after their alliance he came to see the Chief as an ally as well as his friend.<ref name="TargetLocke">'''Halo 2: Anniversary''', campaign level ''[[The Heretic]]''</ref> Before Fireteam Osiris entered the Guardian on Sunaion to find the Master Chief, the Arbiter complimented Locke with a Sangheili proverb, and then asked Locke to send the Chief his greetings. Before they parted ways again, Thel expressed confidence that together as allies they could defeat this new threat.{{Ref/Reuse|BB}}

The Arbiter is very experienced at combat, as shown by his relatively extensive knowledge of every weapon and vehicle -- the Arbiter [[Halo 2: Special Collector's Edition Manual|expressed]] a desire to understand human weapons even before his alliance with the UNSC. His most commonly used weapons are the Plasma Rifle, Energy Sword, and the Carbine; however, if the Arbiter character is being used in Co-Op [[Campaign]], he can wield any weapon the player chooses -- the Plasma Rifle, Energy Sword, and Carbine would only be level-start weapons.
Over the years following the defeat of the Covenant, Thel's respect for humans in general only grew to the point that he developed a fondness for certain humans and was known to use human gestures that he had witnessed, found useful and adopted. Thel learned to speak English fluently so that he could communicate with his human allies more naturally rather than relying on a [[translation disk]].{{Ref/Novel|Out|7}} After meeting [[Lieutenant Commander]] [[Amalea Petrov]] and hearing of her thirty-three year struggle against [[Nizat 'Kvarosee]] and [[Defenders of the Sanctum|forces]], Thel called Petrov and her people worthy warriors with a resolve worthy of a Spartan and Thel privately mused that while he had originally thought of humans as spinless as ''[[slood]]s'' and treated them as such while slaughtering countless humans, Thel came to understand that their treachery was rooted more in perseverance and cunning than cowardice. After Petrov wagged her finger at him, Thel quickly adapted the gesture for his own use, considering it to be effective and remembering it for future interactions.{{Ref/Novel|Out|Chapter=9}} Thel also adopted other human gestures such as the finger gesture for telling someone to hurry up. In many ways, Thel came to see Spartan [[Olympia Vale]] as being akin to his human hatchling because she had impressed Thel with her diligent study of Sangheili culture and her obvious devotion to keeping the peace between Sangheili and humans. In Thel's daydreams, he could envision a day when they sat across from each other as important leaders, working together to create a civilization united in harmony and prosperity.{{Ref/Novel|Out|24}}

In ''Halo 3'', the Arbiter is a very useful ally against the Flood when he has his Energy Sword out, but when fighting Covenant forces on his own on Heroic and Legendary, the NPC Arbiter tends to be knocked out frequently, for long periods of time, especially on Legendary. This is mostly due to his tendency to lead suicidal charges with his Energy Sword, despite the enemy's great distance from him, another example of the Sangheillian code of honor getting in the way. However, he is useful on Normal and Easy. Also note that when given a [[Missile Pod]] (using the support weapon glitch, or putting it by his unconscious body) the missiles will lock onto enemy NPCs.
==Equipment==
During his military career in the Covenant as Supreme Commander, Thel wore a golden Gheocin-pattern combat harness. After falling in disgrace and be appointed Arbiter he started wearing the [[Arbiter body armor|traditional Arbiter armor]]. While 'Vadamee continued donning the traditional Arbiter armor after the war, he has more recently started wearing a custom-built ceremonial battle armor intended to pay homage to past Arbiters and symbolize his newfound role as a leader of his people. This armor is gold-colored and more baroque than his old Arbiter armor. He favors the [[energy sword]], occasionally wielding his personal sword known as the [[Prophets' Bane]].{{Ref/Reuse|wp thel}} Thel most often uses the {{Pattern|Vostu|carbine}} and {{Pattern|Mosa|carbine}} in ranged combat.<ref name="H3">'''Halo 3'''</ref><ref name="H5G">'''Halo 5: Guardians'''</ref>

Voiced by [[Keith David]], the Arbiter was introduced as a secondary playable character in ''[[Halo 2]]''; this was part of [[Bungie]]'s creative decision to broaden the scope of the story from what [[Jaime Griesemer]] referred to as an "alien war movie with a space marine". According to [[Joseph Staten]], the character's genesis was heavily tied to the idea of creating a figure who suffered the consequences of the Master Chief's success in ''[[Halo: Combat Evolved]]''.<ref>'''[[Remaking the Legend]]'''</ref> Reception to his inclusion was mixed; Bungie community lead [[Brian Jarrard]] attributed some of the fan backlash to a discord between the game's marketing and the actual gameplay; whereas the marketing presented the game's focus as being the defense of Earth from the Covenant, this aspect constitutes only the first missions of the game.<ref>[http://www.eurogamer.net/articles/better-than-halo-the-making-of-halo-2-article '''Eurogamer.net:''' ''Better Than Halo: The Making of Halo 2'']</ref> In ''[[Halo 3]]'', the Arbiter was relegated into a supporting character and there are no levels designed solely from his perspective; he remains a playable character in the [[Cooperative play|co-op]] [[campaign]].
The image that [[Bungie]] produced for ''[[Halo 2]]'' was one featuring the Master Chief on Earth fighting the Covenant. Once the game was released, this was shown to be the case until the level, [[The Arbiter (level)|The Arbiter]], when the player abruptly took the role of the Arbiter of the Covenant. Many fans of the series were unhappy with the sudden change in character and complained to Bungie, resulting in the removal of Arbiter missions from ''[[Halo 3]]'', though he was retained as a playable character for co-op campaigns.<ref> ''[[Halo 3]]'' Campaign </ref>

==Identity==
The original title for the character was "the Dervish", a title from the Sufi sect of Islam, but was changed to avoid overt parallels with the Muslim world. Ultimately, it was decided that "Arbiter" was more thematically suitable for his character arc.<ref>[http://www.gamasutra.com/php-bin/news_index.php?story=17985 '''Gamasutra''': ''Q&A: Englobe's Edwards Talks Gaming's "Geocultural Risks"'']</ref> In the Spanish versions of ''Halo 2'' and ''Halo 3'', the Arbiter is translated as ''Inquisidor'', which means Inquisitor. This is because the cognate of Arbiter in Spanish, "''árbitro''", means "referee".

{{Quote|During the geocultural review of ''Halo 2'' ’s content, the original name for the Arbiter character -- Dervish -- was identified as a potential problem. Out of context, the name ‘Dervish’ wasn’t too sensitive as it’s a title from the Sufi sect of Islam. However, within the game’s context this Islamic-related name of ‘Dervish’ set up a potentially problematic allegory related to ''Halo 2'' ’s plot -- the U.S.-like forces (Master Chief/Sarge) versus Islam (the religious Covenant, which already had a “Prophet of Truth” which is one synonym for Mohammed).<br>Mind you, this was not too long after 9/11 so the sensitivity to such issues remained high. In the end, the character name was changed to ‘Arbiter’ -- which in my opinion worked much better for the character’s role in the narrative.|Tom Edwards, geographer and geocultural consultant.}}
The name Thel 'Vadam was established in the novel ''[[Halo: The Cole Protocol]]''; in all preceding media, the character is only addressed by his titles. While the narrative does not explicitly connect the character with the Arbiter introduced in ''Halo 2'', his assignment to the Fleet of Particular Justice is referenced near the end of the novel. Much later, Halo Waypoint confirmed that Thel 'Vadamee was indeed the future Arbiter.{{Citation needed}}

Prior to the release of ''[[Halo: The Cole Protocol]]'', there was much speculation on the exact identity of the Arbiter before he was forced to accept the rank. Some believed him to be [[Orna 'Fulsamee]], the shipmaster of a [[Covenant Destroyer]] in the Fleet of Particular Justice, pointing out his apparent considerable authority over the fleet and the fact that a Prophet traveled aboard his ship. Others insisted that the Special Operations Commando that the Master Chief wounded in hand-to-hand combat aboard the ''Ascendant Justice'' was the Arbiter, given that the ''Ascendant Justice'' was described as a Flagship. The fact that the Supreme Commander was shown in the ''Halo Graphic Novel'' to use the Flagship ''Seeker of Truth'', and not the ''Ascendant Justice'', did not do anything to quell the speculation until the release of Tobias Buckell's novel four years after the revelation of the character, which even then made only a single reference at the very end of the story to the fact that the Elite the plot had been following for the entire book had been promoted to Supreme Commander of the Fleet of Particular Justice.
The Arbiter wears mandible guards in ''Halo 3'' despite lacking them in ''Halo 2'' and ''[[Halo 2: Anniversary]]''. ''[[Halo: Escalation]]'' depicts 'Vadam in the likeness of ''Halo 4''<nowiki>'</nowiki>s Elites, most notably through the light tone and sparse texture of his skin. ''Halo 2: Anniversary'' ignores this overhaul, though he does wear his armor from the comic series in the "bookend" cutscenes—albeit with an open helmet with fixed mandible guards. ''Halo 5: Guardians''<nowiki>'</nowiki> depicts 'Vadam in the likeness of ''Halo 4''<nowiki>'</nowiki>s Elites like in ''Halo: Escalation'', though he continues to wear his armor from the ''Halo 2: Anniversary'' "bookend" cutscenes, though it no longer sports the open helmet. This is due to resource management rather than a retcon.<ref>[https://www.halowaypoint.com/en-us/forums/6e35355aecdf4fd0acdaee3cc4156fd4/topics/halo-5-sangheili/c73aceae-7ae4-4b4c-b419-0dffcffd0350/posts?page=1#post14 '''Halo Waypoint''': ''GrimBrother ONE on resources'']</ref><ref>[https://web.archive.org/web/20180429233158/http://www.haloarchive.com/forum/topic/9-canon-fodder-and-random-lore-chat/?page=65&tab=comments#comment-135237 '''Halo Archive''': ''Canon Fodder Thread'']</ref>

{{Linkbox|gallery=yes|quote=yes|gameplay=yes|gameplaypage=Arbiter (player character)}}
*Thel 'Vadam is voiced by actor [[Keith David]].
*Thel 'Vadam is one of two main playable characters in ''Halo 2'', where he alternates levels or groups of levels with John-117. He is an allied character in some of the levels of ''Halo 3''.
*The Arbiter in ''Halo 2'' is considered, during gameplay, the highest ranking Elite in the area. This means that if the player is killed, lower ranked Grunts in the area will become scared and some might say "Leader dead! Run away!" among others, alongside the dialogue they already use when the Arbiter dies "Arbiter? Dead?!".
*Even before the release of the ''[[Halo: The Cole Protocol]]'', Arbiter Thel 'Vadam's real name was first uttered by a Sangheili NPC (voiced by Ron Hippe) through very rare dialogue heard in ''Halo 3''. As it is directed toward the Arbiter, this dialogue can only be heard in Co-Op. <ref> https://youtu.be/PmaKKOR6riQ?t=1448 </ref>
*When the Arbiter activates his Active Camouflage in ''Halo 2'', his eyes will remain visible. This is only visible on Co-Op.
*When the Arbiter activates his active camouflage in ''Halo 2'', his eyes will remain visible. This is visible only on Co- Op.
*In ''Halo 2'', one can see an Elite skull on 'Vadam's right shoulder, similar to the skull on the Legendary shield; it is unclear if the same symbol is on the armor in ''Halo 3''.
*Thel 'Vadam is the only known Elite witnessed to be branded with the [[Mark of Shame]]. However, the Sangheili in ''Halo 3'''s campaign also have the Mark of Shame etched onto their armor as a symbol of their allegiance to their Arbiter.
*Technically, since his trial, he has no name since all honor that he once had has been removed. This is due to the Sangheilian honorific beliefs, with one such belief being that only those with honor should deserve something as prestigious as a name. Thus, his name and honor were stripped by the Prophets before the Elites left the Covenant, explaining why he was only ever referred to as "the Arbiter" throughout ''Halo 2''. With the outbreak of the [[Great Schism]], Thel regained his name (otherwise he could not have removed the honorary -ee suffix to become simply Thel 'Vadam); the continuing use of the word "Arbiter" is likely out of habit and/or respect.
*The in-game AI for Thel 'Vadam in ''Halo 3'' is described as being very inept in combat, and many reviews have deemed him a useless ally, because many times in game he will stare at a wall or shoot allies. In Crow's Nest on the part where the player must rescue Marines in the barracks, Thel is known to stare at walls and not fire his weapon. Sometimes he will not follow the player on parts where he is scripted to do so, and tends to die often, particularly on higher difficulties.
*It is possible to clone the Arbiter in ''Halo 3'' on the level [[The Covenant (Level)|The Covenant]]. On the part after one exits the second tower, the Arbiter will head to a Phantom for extraction. If the player prevents him from getting to the Phantom by blocking his path, when he gets inside the Phantom, destroy it quickly with the Scorpion and wait a few seconds. After a few seconds of waiting, there are usually two Arbiters. This is not an easy task, and sometimes it does not work. One must work very fast. The clone Arbiter can be useful, as he acts as the original Arbiter would.
*If one attempts to kill 'Vadam in ''Halo 3'' during Campaign Solo, he will fall unconscious, but he will get up again and pick up any weapon near him. If the player kills 'Vadam for his weapons, his Energy Sword will have a low battery (though occasionally it will be full or near full). Also, if the player kills him twice, he will get up and calls the player a traitor, then kill the player with a single shot with whatever weapon he happens to be holding. If he is left alone for awhile, he will forgive the player and act as a teammate again.
*He is one of the few Sangheili to refer to John-117 as "Spartan". Even during and after the [[Great Schism]], many still refer to him as the Demon (though some, notably, adopt 343 Guilty Spark's designation for him - [[Reclaimer]]). Rtas 'Vadum also holds this distinction. Thel has also called him the Master Chief.

*Interestingly enough in ''Halo 3'', if the player outdistances or removes 'Vadam from the map (such as pushing him off a cliff), he will suddenly reappear as if phasing out of Active Camo. This also happens when the Master Chief enters the driver's seat of the [[Warthog]] at the end of the level ''[[Halo (Halo 3 Level)|Halo]]''; the Arbiter will appear on the Warthog's turret in this same manner.

This also happens when the Master Chief enters the driver's seat of the [[Warthog]] at the end of the level ''[[Halo (Halo 3 level)|Halo]]''; the Arbiter will appear on the Warthog's turret in this same manner.
*In the story ''[[Last Voyage of the Infinite Succor]]'', from the ''[[Halo Graphic Novel]]'', 'Vadam is shown in purple ceremonial command armor, and is in command of the ''[[Seeker of Truth]]''. Due to this, it is believed by some that the ''[[Ascendant Justice]]'' was made the flagship of the fleet after the Supreme Commander and most of his forces evacuated the Threshold system. Thus, Tartarus and the Prophet of Truth may have referred to him as "the incompetent who lost ''Ascendant Justice''" due to the events that transpired that resulted to the loss of the ship, not because he was directly responsible for losing it in combat against the Master Chief.
*In ''Halo: Reach'', an [[Unggoy]] may say in his native language something like "thalvadamee", though if it really refers to 'Vadam is unknown, as much of Covenant voice clips are simply reverse-English.<ref>[[:File:Grunt look lngtme8.ogg]]</ref>
*In ''Halo 2'', the Arbiter has no mandible guards, but he does in ''Halo 3''. Notably, the armor of the previous Arbiter, [[Ripa 'Moramee]], did possess mandible guards.
*In the Spanish versions of ''Halo 2'' and ''Halo 3'', the Arbiter is translated as ''Inquisidor'', which means Inquisitor. This is because the cognate of Arbiter in Spanish, "''arbitro''", means referee.
*Thel 'Vadam is included in MSNBC's list of the "Top 5 Best Aliens in Video Games."<ref>[http://www.msnbc.msn.com/id/26016023?pg=2#games_top5_080805_Aliens|MSNBC "Top 5 best aliens in video games"]</ref>
*One should take notice of the Arbiter on higher difficulties. When he is killed, he might somehow lose his long ranged weapon, making him only useful in close combat. When this happens, make sure one gives him a long ranged weapon when he is knocked out.
*If one kills the Arbiter and takes his weapon and gives him a weapon with no ammo, he will not pick up any weapons, and will be weaponless. This can also be achieved by giving the Arbiter a support weapon and getting him to ride in a vehicle.

"The Arbiter. Maybe more than any other figure, a symbol of what the galaxy could one day become."
Captain Thomas Lasky on Thel 'Vadam.[4]

Arbiter Thel 'Vadam (formerly 'Vadamee)[5] is the Sangheili kaidon of the House of 'Vadam and the last Arbiter to serve the Covenant. He continues to hold this title in the wake of its dissolution. Presently, he leads the Swords of Sanghelios, an alliance of keeps modeled after an ancient order of the same name, and is considered by many to be the formal leader of all Sangheili as the Kaidon of Unity.[3][6]

Thel commanded several fleets during his service in the Covenant, most notably the Fleet of Particular Justice, of which he was Supreme Commander. This fleet mounted a successful attack on the human colony of Reach under his command and later fought the crew of the UNSC Pillar of Autumn on Installation 04, the first Halo ring to be discovered by the Covenant and humanity. 'Vadamee was responsible for over one billion human casualties over the course of the decades-long war against the humans and the glassing of at least seven colonies.[7] At the outbreak of the Great Schism, Thel became a leading figure among the Sangheili and aided the United Nations Space Command in its efforts to stop the High Prophet of Truth and his forces from activating the Halo Array. He and many Sangheili fought in multiple battles alongside the Spartan-II super-soldier, John-117 on Installation 05, Earth, and Installation 00 in the final weeks of the war.

Returning to Sanghelios after the war's conclusion, Thel became a symbol of Sangheili honor and resilience in the face of betrayal. He attempted to unite the feudal states across his homeworld in forming the first coalition government since the War of Beginnings. Despite his efforts, he met resistance from other Sangheili factions, who felt that his ideals and beliefs went against the traditional Sangheili values of Forerunner worship or that the peace treaty with the humans could not be trusted. This disagreement soon spilled over into civil war, and the Swords of Sanghelios became locked in conflict with other groups, primarily Jul 'Mdama's Covenant and the Servants of the Abiding Truth. He led the Swords to victory over these two groups, thanks in part to assistance from the UNSC.

Biography[edit]

Early life[edit]

A young Thel 'Vadam training in the Halo 2: Anniversary terminals.
Thel 'Vadamee training.

"Thel 'Vadamee was born of noble blood. The legendary house of 'Vadam. His family's renown demanded great expectations for his military career. And he would meet them all."
— A San'Shyuum scribe about Thel 'Vadamee [8]

Thel was born to the noble and powerful House of 'Vadam, rulers of the powerful state of Vadam on Sanghelios. In his youth, Thel was trained in the ways of fighting by his relative Lak 'Vadamee.[9] He later joined the Covenant military, adding the "-ee" suffix to his surname according to custom. During the Human-Covenant War, Thel participated in the Covenant attack on the human Outer Colony of Madrigal in 2528.[10] By 2535, he had at least one wife.[11]

Within a short time, Thel achieved both the rank of Zealot and the title of shipmaster, and became kaidon of his state through the votes of Vadam's elders.[12] At some point, Thel would sustain an injury in the training ring due to a mistake. His family, having a recently promoted shipmaster in the bloodline, hushed up the incident, as well as the resultant visit by a physician, due to the Sangheili's cultural stigma toward doctors and medical operations. During his convalescence, Thel handmade an old-fashioned doarmir-fur shipmaster's cloak, and would later wear it as part of his shipmaster's attire to remind him that he could make grave mistakes if he let his guard down.[13] Thel's role as kaidon was important for the House of 'Vadam, as he was tasked with continuing the reign of the powerful state of Vadam. Early in his rule, he was attacked by three Sangheili assassins wielding energy swords. He managed to kill all three without injury, and proceeded to appear before Vadam's elders to determine which had ordered the attack. Thel discovered that the assassination orders had come from the elder Koida 'Vadam, and after killing him, he ordered all of Koida's line to leave Vadam keep by sunrise.[14]

Conflict at the Rubble[edit]

"It is a poor soldier who insists on seeing things not as they are, but as he wants them to be. One day reality hits, and his illusions fail him, and he dies stupidly. What honor is there in that?"
— Thel 'Vadamee[15]

In 2535, Thel was sent to Charybdis IX with command over the vessel Retribution's Thunder to participate in the Battle of Charybdis IX, while being overseen by the High Prophet of Regret. He and several other Sangheili boarded the UNSC Do You Feel Lucky? and attempted to access the vessel's navigation database, but it had already been purged. He left and witnessed the destruction of the ship before being called to Infinite Sacrifice, where he met the Prophet of Regret in person. Regret informed him of humans reportedly wielding modified Covenant weapons, a transgression he believed to be the doing of the Kig-Yar. He was then sent to the 23 Librae system to track down the source of the illegal weapons traders. For the mission, his ship was accompanied by the Kig-Yar vessel A Psalm Every Day, commanded by Shipmistress Chur'R-Mut and the Jiralhanae Chieftain Pellius.[16][17]

Upon arriving at 23 Librae, Thel and his crew discovered the Rubble, a collection of asteroid habitats built by Kig-Yar and Insurrectionist humans working together. Almost immediately afterward, Thunder was attacked by A Psalm Every Day; Pellius had decided to betray Thel so that he could claim sole credit for the discovery. Thel and his crew were taken by surprise, allowing the traitorous vessel's second salvo to disable the Thunder's weapons, communications and engines. A Psalm Every Day escaped while Kig-Yar boarding craft and Spirits strafed the hull. Thel, increasingly frustrated, gave permission for his crew to abandon ship; this was a test to weed out the weaker Sangheili among his crew. Enemy Spirits destroyed the retreating craft in short order. Thel then ordered the destruction of the Retribution's Thunder, which killed the boarding Kig-Yar.[18] Thel, however, survived and was captured, imprisoned on the Rubble along with most of the bridge crew. They ultimately managed to escape and hijack a Kig-Yar shuttle,[19][20] taking them to another Kig-Yar vessel. On the surface of Metisette, Thel captured the leader of the warband, Reth.[21][22]

Escaping Reth's clandestine Unggoy army, Thel returned to the Kig-Yar's vessel. Throughout the interrogation, the Sangheili were surprised by Reth's insistence that he was allying with the humans with the blessing of the High Prophet of Truth. According to Reth, the sale of the contraband weapons was a bluff in order to locate human worlds through tracking devices implanted in the weapons.[23] Reth eventually escaped when a loyal Unggoy switched off his prison's energy barrier, fleeing via escape pod.[24] Thel then turned his eyes to the Rubble, as a large skirmish between UNSC forces and Kig-Yar forces was taking place on the Infinite Spoils.[25][26] The Sangheili and his crew boarded the Infinite Spoils and came face to face with Jai-006, engaging him in a brief fight. The Spartan then fled the ship with the other UNSC forces. Thel, surprised at the strength of the human warrior, stayed behind and commandeered the Infinite Spoils.[27][28]

Thel managed to destroy most of the Rubble's mass drivers,[29][30] but was left helpless when The Redoubt was destroyed and Habitat Exodus left the system. There was little else to do but wait for the High Prophets of Truth and Regret to arrive and recover him with his comrade, Zhar.[31] Upon reporting the failure of the mission, Zhar attempted to kill the Prophets feeling helpless at the loss of his honor caused by the Prophet's scheming. Thel activated his energy sword and killed his friend without mercy.[32] This act prompted Truth to spare his life, and he gave Thel command over a ship in the Fleet of Particular Justice.[9]

Life as Supreme Commander[edit]

"One of the youngest to achieve the status of Shipmaster, and one of the youngest to gain the rate of Supreme Commander. In our campaign against the humans, few have risen to renown as 'Vadamee. World after human world, all laid low for sake of the Great Journey."
— A San'Shyuum scribe about Thel's achievements [8]
Thel 'Vadamee discovering Installation 04.

At some point between 2535 and 2552, Thel 'Vadamee served as the Supreme Commander of the Fleet of Particular Justice. During this time he led the Covenant forces in the Battle of Camber. 'Vadamee and his fleet caught the UNSC forces completely unaware. He began his ground and orbital assault before most of the planet was aware of the attack. While 17 of his ships bombarded key defensive positions, 'Vadamee personally led an attack on the UNSC system headquarters. He first engaged the 3rd Battalion Reserves, who were caught completely unprepared. 'Vadamee ordered his men to wait for the humans to prepare to defend themselves before wiping out the entire unit.[33] Throughout his time as Supreme Commander he was also responsible for the glassing of Bounty, Alluvion, Mesa, Greydowns, Kroedis II, and Estuary. He and his forces were responsible for over 1 billion human casualties—over 23,000 of them military personnel—and the destruction of 123 UNSC ships.[7] ONI Section 3 attempted to kill him at different times, but failed each time resulting in the deaths of several operatives.[34]

Near the end of his time serving as Supreme Commander, he led the Covenant forces under his command to victory over the UNSC's greatest military stronghold. The Fall of Reach proved to be the highlight of Thel's service in the Covenant. As the battle ended, Thel ordered a flotilla of warships to follow the fleeing UNSC Pillar of Autumn. The Autumn's course led them to holy Forerunner artifact Installation 04. After confirming that the ring was a creation of the "gods", the Prophet of Stewardship, the highest ranking political figure with the Fleet, immediately claimed authority over the operation, claiming the mission was now a religious matter. As Thel was unwilling to relinquish command with the Pillar of Autumn en route, and unable to contact High Charity to determine who held jurisdiction, a power struggle emerged between Thel and Stewardship for ultimate authority. As the Battle of Installation 04 wore on, the Prophet began subverting Thel, misappropriating military forces to secure facilities on the ring. Thel sent a single infantry unit to the Ascendant Justice to relieve the Prophet, but it was destroyed on approach. The Prophet threatened further punishment for any future affronts to his leadership. As Thel assembled a strike force to physically relieve the Prophet, the emergency beacon on the Infinite Succor was activated. Thel dispatched a Special Operations force to assess the threat and procure the Minister of Etiology.[35] As Thel was about to leave with his strike force for Ascendant Justice, Spec Ops Commander Rtas 'Vadumee returned to the ship and revealed the results of his mission: the Flood had been unleashed on Halo.[36]

The Hierarchs of the High Council leading the trial of Thel 'Vadamee.

With the situation deteriorating, Thel ordered the evacuation of all ships from the ring, as well as shooting down any vessel which failed to return clean bioscans. When Thel's force arrived on Ascendant Justice, he discovered that the Prophet of Stewardship had left for the Truth and Reconciliation. The crew of the Ascendant Justice acknowledged Thel's authority as Supreme Commander without hesitation.[35] Unsurprisingly, Thel refused to come to the Steward's aid after its capture by the UNSC. These distractions were to cost Thel the battle, as SPARTAN-117 and Cortana successfully detonated, Pillar of Autumn under the nose of the Covenant's occupation. The detonation destroyed the Halo ring, ending the Battle of Installation 04. With little else to be done, Thel ordered his surviving ships to fall back from the destroyed Halo. This retreat was to save his remaining fleet from the Flood, but not his honor. In an act that further humiliated Thel, the Ascendant Justice was captured by John-117 and a small human boarding party. Shortly after his ships failed to pursue the Ascendant Justice, Thel was called before the Covenant High Council to answer for his failures.[37]

During his time returning to High Charity, Thel wrote a Report on the Atrocity at Halo, detailing his view and apology for the ring's destruction alongside an analysis of the weaponry and vehicles of both the Covenant and Human ground forces.[38]

Fall from grace and becoming the Arbiter[edit]

'Vadamee wearing the Arbiter helmet for the first time.

"Most high and honored Prophet: It is with greatest shame that I lay myself before the judgment of the Council. I expect and will accept no mercy. My failure in this matter is absolute; I embrace my responsibility and my punishment.
The disgrace and blasphemy at Halo was an abomination caused by my incompetence and failure of judgment.
"
— 'Vadamee to the Prophet of Truth in the Report on the Atrocity at Halo.[39]

The loss of the holy Forerunner relic was an unforgivable failure in the eyes of the High Prophets and Sangheili Councilors. 'Vadamee was stripped of his rank, title, name, and honor, and branded a heretic for his failure to safeguard the Sacred Ring.[40] The Mark of Shame was branded upon his chest, and he was sentenced to death. His corpse was to "be hung by his entrails" and "paraded through the city" as an example to others.[41]

The Hierarchs, however, had a different fate in mind for Thel. Upon being brought before the High Prophets of Truth and Mercy, Thel was offered the choice of becoming the new Arbiter. Understanding that the office of Arbiter was itself a death sentence and seeking to regain his honor, Thel accepted.[41]

Threshold gas mine[edit]

"What would you have your Arbiter do?"
— 'Vadamee to the Prophets[41]
Thel encounters a Holy Oracle held by the Heretic leader.

'Vadamee's first assignment as the Arbiter was to stop the heretic uprising based on a Forerunner gas mine in the atmosphere of Threshold. He was assisted by Rtas 'Vadumee, Special Operations Sangheili and Special Operations Unggoy.[41] The operation was complicated by the unexpected escape of the Flood from the facility. During the chaos that followed, the Heretic leader Sesa 'Refumee sealed himself in a protected zone of the station. The Arbiter drove the Heretics out by cutting the cables from which the facility hung, causing the gas mine to fall. After crashing his Type-26AZ Banshee, the Arbiter fought his way through the Flood and surviving Heretics toward the station's hangar. Before Sesa 'Refumee could escape in a Type-31 Seraph, the Arbiter assassinated him, but not before the Heretic Leader revealed the source of his heresy. The Arbiter was surprised to discover that the Heretics had been aided by a Holy Oracle, the Monitor 343 Guilty Spark.[42]

With the uprising suppressed, the Jiralhanae Chieftain Tartarus extracted the Arbiter and used the Fist of Rukt to capture the Oracle. His actions, which involved throwing the Oracle into the Kez'katu-pattern Phantom recklessly, angered the Arbiter's religious sensibilities. With Tartarus, he left the gas mine via Phantom, as High Charity and the fleet departed the Threshold system.[42]

Battle of the Quarantine Zone[edit]

"We shall cut into the heart of this infestation, retrieve the Icon, and burn any Flood that stand in our way!"
— Rtas 'Vadumee during the Battle of Installation 05[43]

Aboard High Charity, Arbiter Thel 'Vadamee witnessed the replacement of the Sangheili Honor Guardsmen with the Jiralhanae as a result of Regret's assassination at the hands of the human Demon. Though distressed by change, and voicing his concerns to the Prophet of Truth, 'Vadamee made no further comment, as he has found out that the Covenant found another Halo. The High Prophets, who were surprised by both the fact that 'Vadamee had escaped from the Threshold gas mine and that he helped recover the Monitor Guilty Spark (the "Holy Oracle" to whom they inquired about Halo), decided to send him to Installation 05's "Quarantine Zone" to retrieve the "Sacred Icon". This holy relic was needed to activate Delta Halo and begin the Great Journey. On the way to the surface via a Phantom captained by Tartarus, Thel learned from Jiralhanae Chieftain that it was the Demon, the very same one responsible for Installation 04's destruction, who assassinated Regret.

Thel made his way through the Sentinel Wall (with a few surviving Unggoy and Kig-Yar) to deactivate the Library's quarantine shield, fighting a number of Sentinels and Enforcers, eventually passing by dead Jiralhanae on the way. Eventually, Thel made it to the other side of the Sentinel Wall, just as a Sentinel manufacturing facility was shot down by a Wraith mortar. Just as the Arbiter engaged the Flood on the ground, several drop pods landed with Special Operations Sangheili aiding him in his rendezvous with a very surprised Rtas 'Vadumee, who commanded the Sangheili to hold off the Flood until Phantoms could drop in reinforcements, and after a tough fight, they did.[44]

Rtas 'Vadumee rallies his Sangheili to battle.

The Arbiter proceeded into the Library, encountering the remains of a battle between UNSC Marines, Sentinels and Flood combat forms, and witnessed Commander Miranda Keyes and Sergeant Johnson retrieving the Index. Using his armor's active camouflage, he stalked Johnson and Keyes. Leaping out of the shadows, 'Vadamee surprised Johnson, knocking him unconscious after a brief tussle. Keyes attempted to shoot Thel, but was quickly overpowered and disarmed. Tartarus then arrived and captured Keyes by using his hammer's gravity manipulation abilities, claiming the Index for himself. Tartarus informed Thel about the Jiralhanae's intended genocide of the increasingly "incompetent" Sangheili. Thel angrily proclaimed that the High Prophets would kill him for this treachery, only to be horrified that this treachery was sanctioned by the High Prophets themselves. The Chieftain then knocked the stunned Arbiter into a pit leading to the depths of Installation 05.[43]

The Control Room[edit]

"Tartarus, the Prophets have betrayed us."
— Thel 'Vadamee's last attempt to convince Tartarus of the truth[45]
Thel 'Vadam and John-117 captured by the Gravemind.

The Arbiter was rescued from his fall by the Gravemind, the central intelligence of the Flood, and brought to its lair. It was here that the Arbiter met John-117 for the first time. Bringing forth the assimilated Prophet of Regret and 2401 Penitent Tangent, the Gravemind attempted to convince 'Vadamee that the Halos were weapons of destruction, not a path to transcendence, a position which John supported. However, the Arbiter was resistant, though his attention was drawn when the Gravemind mentioned the possibility of everything perishing "as they did before." In order to "show the truth" to the resistant Arbiter, the Gravemind teleported him to one of two likely spots it believed the key needed to stop the Halo's firing would be located.[46]

The Arbiter was teleported to the vicinity of Delta Halo's Control Room. Observing firsthand the results of the Prophets' betrayal, the Arbiter joined forces with a band of Special Operations Commandos and quickly became a leader in the separatist movement. This small unit wasted little time in massacring the Jiralhanae responsible for executing the Sangheili Councilors.[47] Eventually, Thel met Rtas 'Vadumee, joining forces to reach a Protos-pattern Scarab. Near the Scarab, the Arbiter managed to rescue several separatist prisoners, as well as a group of UNSC Marines including Sergeant Avery Johnson. Johnson negotiated a tenuous alliance with the Arbiter in order to prevent Tartarus from activating Installation 05. Given the extreme danger posed by the ring, they both agreed that Tartarus had to be stopped at all costs. Johnson led the offensive, using a captured Scarab to eliminate ground units while Thel provided air support with a Type-26A Banshee. Together, they punched a hole through Covenant lines and reached the Control Room of Installation 05.[45]

Thel Vadam and Tartarus duel to the death.

'Vadamee fought several Jiralhanae Honor Guardsmen before facing Tartarus, who had forced Miranda Keyes to activate Installation 05. Attempting to open Tartarus' eyes, Thel asked 343 Guilty Spark what Halo's true purpose was. The Monitor replied that the Halos were built "to destroy all sentient life within three radii of the galactic core," as a weapon of last resort against the Flood. The Forerunners had not transcended into gods, but rather died as a final sacrifice to ensure the defeat of the ancient parasite.

With this revelation, which confirmed everything that the Gravemind and John-117 had tried to tell him, the Arbiter lost any remaining faith in the Great Journey and attempted to convince Tartarus to see reason. The Chieftain however, remained loyal to the Prophets. In the battle that followed, the Installation was activated. With the firing process enabled, the Arbiter, with sniper support from Johnson, killed Tartarus after a prolonged firefight. Miranda Keyes then rushed to remove the Index, preventing the activation of the array.[45]

New objectives[edit]

Alongside his new allies, Thel asks the Oracle about the Ark.

The shutdown, however, activated a failsafe system; the rest of the Halos were set to standby mode, and could only be activated remotely from what Spark informed them was "The Ark". After the Arbiter asked him its location, Spark gave them coordinates to Earth.[45][48]

The release of the Flood from the ring, however, would put their plans to get to Earth on hold: the Arbiter would once again rendezvous with 'Vadumee, now shipmaster of the recently-captured assault carrier Shadow of Intent, flagship of the separatists' fledgling Fleet of Retribution.[49] Together, they formulated a plan for sterilization and quarantine. Spark remained with the fleet to coordinate containment efforts while the Arbiter, Keyes and Johnson raced back to Earth aboard one of the fleet's vessels to warn humanity and to locate the Ark.[5][50]

Like many Sangheili after the Great Schism, 'Vadamee abridged his surname to "'Vadam", symbolizing his resignation from the Covenant.[51]

Return to Earth[edit]

"Were it so easy."
— Thel 'Vadam comments on the challenging prospect of killing John-117, and vice versa[52]

'Vadam, Johnson, and Keyes arrived at Earth on or before November 15, 2552,[50] taking up residence in the Crow's Nest base near the supposed Ark. After Truth's arrival two days later, and Chief's subsequent bailout from his command ship, 'Vadam, Johnson and several of his allies discovered the Master Chief's point of impact in Tanzania. When John regained consciousness, he attempted to kill 'Vadam with Johnson's sidearm. Johnson quickly informed the Spartan that the surviving Sangheili had allied with humanity after the Chief's last encounter with them. The Chief took Johnson's word, and 'Vadam assisted the Master Chief through the jungles near Mount Kilimanjaro, guiding him through the dense forest to the dam site.[53] He then aided the Chief and the other UNSC forces during the defense of Crow's Nest from Truth's forces.[54]

Battle of Voi[edit]

"Quickly! Let us find their ship. Make short work of this abomination!"
— The Arbiter on the arrival of the Flood[55]
The Master Chief and Thel 'Vadam observing the Flood-infested Covenant cruiser's arrival.

Thel rejoined John-117 at the docks, shortly after the Master Chief cleared the road to Voi of Covenant by destroying a Scarab. The two then attacked a section of the Covenant mechanized presence defending the area around the Forerunner Portal, which took them through a Traxus warehouse and in a confrontation with a pair of Mgalekgolo who sided with Brutes. Along the way, he cursed at a preaching hologram of Truth and declared that he will never again be shamed, cementing his newfound hatred toward the last surviving Hierarch of the Covenant, and still fuming over his betrayal and lies.

Opening a hole in the Covenant anti-air defenses, Lord Hood's remaining ships assaulted the Prophet of Truth's Forerunner Dreadnought. The airstrike was insufficient to destroy the ancient Keyship, and the activated artifact formed an enormous slipspace portal through which Truth and the Covenant fleet retreated. Before Lord Hood could consolidate the scattered human resistance, a Flood-infested Covenant cruiser transitioned out of Slipspace and crashed into the city, infesting a significant area in and around Voi.[56]

The Arbiter and the Master Chief proceeded to cauterize the local area of the Flood, battling their way to the cruiser to overload the crashed ship's engines and destroy the source of the infestation. They made their way through the same warehouse they fought Covenant, only to bear witness to the Flood's reanimation of various corpses, both UNSC and Covenant, and carved a swath through the nightmarish outbreak. They were aided by a handful of surviving Marines before they came a cross a lone marine who was deeply traumatized by his encounter with the Flood, claiming he "helped" his squad by killing them.

As they made their way outside, John and Thel saw a Sangheili fleet, led by Shipmaster Rtas 'Vadum, emerge from slipspace to assist the humans in cleansing with the Flood, with the flagship carrier, Shadow of Intent, deploying a Special Operations squad to reinforce the Spartan and the Arbiter. From his newly-arrived Sangheili comrades, 'Vadam learned of the fall of High Charity and how a single cruiser had escaped the station's blockade, and was perturbed by how so little ships were now all that's left of their fleet, and even more so due to the fact that the Flood has evolved. The Arbiter assisted the Chief in clearing a path to the crashed cruiser, where they fought more Flood, including the newest pure forms that emerged from the wreckage, and learned that both Sangheili and UNSC leadership believed Cortana were aboard the downed Flood ship. While Thel and his fellow Sangheili made sure no Flood chased John, the Spartan entered the wreckage and retrieved Cortana, giving Rtas 'Vadum the opportunity to glass Voi and the surrounding areas to prevent the Flood from spreading.

Calm before the Storm[edit]

The Sangheili and humans make ready to finish the Truth together.

"If your construct is wrong, then the Flood has already won."
— The Arbiter on severity of events for humanity[55]

Before and after being extracted from a Flood-infested Voi, Thel proved instrumental in moderating tensions between humanity and Sangheili, as the two races that had only recently been dedicated to each other's destruction. While Rtas 'Vadam callously advocated for the glassing of Earth to contain the Flood, Thel argued for a surgical strike on the landmass surrounding Voi.

Conferring aboard the Sangheili flagship Shadow of Intent, the allies learned from a message sent by the AI Cortana (which was repaired by 343 Guilty Spark), that the Flood were on their way to Earth. However, she claimed that the Gravemind was unaware of the Portal at Voi, and that there was a solution to the Flood on the other side; one that would eliminate the parasite once and for all without the need to fire the entire Halo Array. After the message's conclusion, the Sangheili chose to follow the Covenant fleet and deal with the Brutes and Truth. Tensions quickly rose with Lord Hood wishing to make the UNSC's stand on Earth, and Rtas gravely claiming that Earth would not survive the Flood. Thel supporting John's desire to pursue Truth and attack the Flood preemptively, claiming that if Cortana was wrong, then there would be no way to stop the Flood. After the decision was reached, the Sangheili allowed at least two UNSC frigates, including the Forward Unto Dawn, to accompany them through the portal and find Cortana's solution to the Flood.[55]

Arriving at the Ark, the Arbiter joined the Master Chief at the entrance of a local Cartographer facility to clear their way, shortly after the Sangheili annihilated Truth's Covenant fleet. Once there, they learned of Truth's location, as well as the forces he had deployed to the Ark's surface. When the group was attacked, the Arbiter joined the battle for air superiority, instructing John to follow 343 Guilty Spark to a nearby location for extraction.[58]

With the destruction of the Covenant fleet, Rtas 'Vadum's carrier positioned itself near the Ark's Citadel - where Truth planned to remotely activate the rings. Commander Keyes led a three-pronged assault on the shield generators protecting Truth's citadel, with the Arbiter leading a Sangheili squad to deactivate the second tower, while the Chief would handle and first and Johnson the third. While both John and Thel succeeded in deactivating their towers, Sergeant Major Johnson failed to deactivate the third generator due to heavy Jiralhanae resistance. After the Chief made his way to the third tower, the Arbiter landed his forces at the third tower to support the Master Chief in successfully deactivating the final generator and shutting down the barrier, pushing through packs of Jiralhanae, a swarm of Yanme'e, and a pair of Mgalekgolo along the way.[57]

With the barrier disabled, Shipmaster 'Vadum prepared to bomb Truth's position, but High Charity suddenly exited Slipspace and crashed into the Ark. In its plummet to the surface, High Charity scattered a barrage of infection capsules which crippled the carrier. The Arbiter led his forces in conjunction with the Marines to clear the third tower of Flood, with the Chief's assistance. As a security measure, the Arbiter escorted a distressed 343 Guilty Spark to reconnoiter the damage inflicted to the Ark by the Flood, leaving his Sangheili with the Chief to push on to the Citadel.[57]

Death of Truth[edit]

— The exchange between 'Vadam and Truth moments before 'Vadam executed Truth.[57]

As the Spartan and the Arbiter reach the top of the elevator shaft leading to the Citadel's control room, the Flood Gravemind unexpectedly formed a tentative alliance with them, claiming that it would cooperate with them in order to kill Truth and abort the firing of the Halo Array. Fighting through the remains of Truth's forces, this unlikely alliance eventually approached the location of the last High Prophet of the Covenant, briefly mourning the death of Miranda Keyes.

The Arbiter furiously approached Truth, who had been infected by the Flood and was slowly undergoing mutation, and declared his dogmatic claims about the Great Journey would not last. The Gravemind spoke through Truth, informing Truth that he was deluded to think he could achieve godhood, and claimed he would be "food, nothing more". It was then that Thel declared that he would have his vengeance upon a Prophet, not a disease, but not before forcing Truth to see John deactivate the Halo Array, with Truth expressed one final defiance as the "voice of the Covenant". With little hesitation, Thel "silenced" Truth, by impaling him with his energy sword before his Flood transformation could progress. At that moment, the leader of the Covenant fell dead with John looking on, but they were suddenly faced with the betrayal of the Flood, which now no longer faced any obstacles in killing the two and going on to consume the galaxy.[57]

Destroying the Flood[edit]

"This is our fight. And I will see it finished."
— Thel 'Vadam to his fellow Sangheili[59]
The last stand of Human-Covenant War.

After a desperate escape from the Flood, the two soldiers witnessed Cortana's solution to the Flood: the construction of a new Halo ring that was meant to replace the recently destroyed Installation 04.[57] As this replacement ring was not linked to the rest of the network, it could be fired safely, destroying every remaining Flood Pod infector in its radius, without harming humanity or the Covenant client races back in the Milky Way galaxy. The Arbiter, Johnson and Rtas 'Vadum evacuated all UNSC and Sangheili forces from the Flood-infested Ark while John went to rescue Cortana from High Charity, as she had the index from the first Halo ring. Some time later, Thel arrived on High Charity shortly after John set it to self-destruct, using an M7057 flamethrower to cover their escape.[60]

The two then escaped on a D77H-TCI Pelican as High Charity exploded behind them. The Pelican flew past the Shadow of Intent, which has successfully evacuated all surviving Humans and Sangheili from the Ark, with the Thel declaring to Rtas that he will see the fight against the Flood be finished and decided to accompany his newly-befriended Spartan ally as their Pelican crashed onto the snowy cliffs of Installation 08. Scaling through the icy caverns, the pair approached an exact replica of the original Halo's control room as multiple Flood dispersal pods rained down around them and poured countless combat forms and pure forms around them.

John-117 and Thel 'Vadam in Johnson's Warthog.

343 Guilty Spark suddenly appeared in the control room, but the Monitor betrayed them after realizing that an immediate activation of the incomplete ring would destroy it and damage the Ark. In the battle that followed, the rampant 343 killed Johnson and knocked the Arbiter out of the room. After the destruction of 343, and a solemn Cortana's activation of Halo via the Index, Thel expressed sorrow over Johnson's death, noting his sacrifice would not be forgotten. Making their way outside, with Halo shaking and exploding all around them, they fought more Flood and the now-hostile Sentinels, and backtracked the path Johnson took along the canyons walls in order to escape on the Forward Unto Dawn. Once John, Thel, and Cortana travelled through a pulse generator, they found a Warthog left behind by Johnson, and resolved to escape the crumbling Halo. It was a long drive through skirmishes of Flood and Sentinels and falling debris all around, but the trio succeeded in reaching the Forward Unto Dawn and escaped the Ark and Halo just before it fired. Before departing to the bridge, Thel and John nodded to each other, a moment of mutual respect between warriors. This would be the last time 'Vadam would see the Chief for several years, as he then exited the hangar, and made his way to the bridge, while Chief and Cortana stayed behind and guided the frigate to its jump point, but the slipspace portal collapsed as Forward Unto Dawn transitioned.

The aft end of the ship, with John-117 and Cortana aboard, was sheared off and left adrift in unknown space. The bow section, containing 'Vadam, completed the jump and crash-landed on Earth, where he was rescued. The Covenant Empire had ceased to exist, and Thel began the first steps to bring his people into a new future.[59]

Leader of the Sangheili[edit]

Fleetmaster Rtas 'Vadum (background), passes leadership of their people over to Arbiter Thel 'Vadam, giving him the chair.

Rtas 'Vadum: "Things look different. Without the Prophets' lies clouding my vision. I would like to see our own world - to know that it is safe."
Thel 'Vadam: "Fear not. For we have made it so."
— The Arbiter looks forward to big changes for the Sangheili now that the war with humans is over.[59]

Thel acted as a voice of reform to the Sangheili, uniting the keeps under a new planetary government, the Swords of Sanghelios. Returning to his homeworld, he planned to visit each state to make his case for permanent peace with the humans they had battled for so many years;[61] one of these would be a meeting in the state of Mdama. It was here that he announced that he no longer felt he was an Arbiter, but simply a Kaidon. He told the elders that if any of them disagreed with him strongly enough, they could attempt an assassination as per Sangheili tradition.[62]

These reforms did not meet with universal approval. By January 2553, there was great dissent among disparate Sangheili parties, especially from the more devout believers in the Forerunners' divinity. Some, such as Avu Med 'Telcam and his Servants of the Abiding Truth, saw the Arbiter as a false leader that has betrayed their pre-Covenant worship of the Forerunners and sought to preemptively strike at humanity, fearing they would retaliate for the war. Additionally, many devout believers regarded Thel a "false Arbiter", stating that his very existence was heretical as he did not sacrifice himself the battle as was traditional of Arbiters in the Covenant. Others opposed 'Vadam not on religious grounds but due to his alliance with humanity, considering the notion of peace with the humans hopeless and that they could not be trusted.[3] Thel argued with logic, they had not only failed to defeat humanity in the end, but attacking them would bring Sanghelios to ruin after the sundering of the Covenant had left their people without the technical expertise to replace lost warships, or maintain their own infrastructure.

In the midst of these events, the Office of Naval Intelligence secretly assisted 'Telcam in creating an insurrection against 'Vadam, in order to keep the Sangheili divided and prevent them from threatening the UNSC.[63]

Cessation of war[edit]

Lord Hood: "I remember how this war started. What your kind did to mine... I can't forgive you... but, you have my thanks. For standing by him to the end. Hard to believe he's dead..."

— 'Vadam's response to Lord Hood during the Voi Memorial.[59]

In February 2553, 'Vadam met with Fleet Admiral Lord Terrence Hood, along with Captain Serin Osman, Corporal Vasily Beloi and Dr. Evan Phillips in the state of Vadam on Sanghelios. There, he and Lord Hood discussed the fragile state of both species, as well as a treaty to formalize the peace. Hood then invited 'Vadam to a memorial service on Earth, and in return 'Vadam invited Dr. Phillips to study Sangheili history and culture on their homeworld.[64]

On March 3, 2553, 'Vadam was present at the dedication of the memorial to those humans lost during the Covenant War. He was thanked by Hood for standing alongside John-117 "to the end"; knowing the resilience of the Spartan first hand, Thel expressed doubt as to the soldier's death. The Arbiter departed for Sanghelios aboard the Shadow of Intent along with Rtas 'Vadum, to ensure the security of their people.[59]

"The assault on Vadam must begin now."
— Avu Med 'Telcam signaling the start of uprising

In March 2553, the Arbiter greeted Phillips in Vadam. Phillips requested a tour of Sanghelios' most ancient cities to which Thel approved and assigned Phillips an escort, Cadan 'Ilmir.[65] Not long after, they lost Phillips in Ontom after dissident Jiralhanae detonated an explosive in the state. In the wake of this uprising, 'Telcam and the Servants of the Abiding Truth launched their attack on the state of Vadam. 'Vadam was later contacted by Lord Hood who informed him that he could recover Phillips and quell the rebellion. 'Vadam was doubtful of his offer but graciously accepted his help.[66] Despite 'Telcam's ship having been shot down early in the battle, the situation on Sanghelios intensified as reinforcements from like-minded keeps arrived to attack Vadam keep. Lord Hood arrived on Sanghelios onboard humanity's most powerful ship, UNSC Infinity. The Arbiter was caught off guard and as his own reinforcements failed to arrive on time, he reluctantly accepted the UNSC's help in fending off the attackers. Infinity decimated the rebel forces while UNSC Port Stanley posed as a Kig-Yar pirate ship and covertly destroyed some of 'Vadam's ships, leaving the Arbiter with a Pyrrhic victory. After the battle, 'Vadam was in talks to visit UNSC Infinity.[67]

Later in 2553, 'Vadam sent 'Vadum on missions to the frontier colonies to give the shipmaster a much needed break from combat. However, during these missions, 'Vadum encountered a surviving Covenant Prelate and ministerTem'Bhetek and Boru'a'Neem who led Jiralhanae forces. With the help of Tul 'Juran of Rahnelo, 'Vadum was able to defeat the two San'Shyuum and their forces. At 'Vadum's suggestion, 'Vadam also amended the Swords of Sanghelios' protocol to allow the enlistment of females in the military after 'Vadum personally witnessed the skill 'Juran showed in combat.[68]

In March of 2555, the UNSC contacted 'Vadam after discovering that the Halo Array had been set to fire in three weeks. The countdown had been initiated from the Ark, and the UNSC requested the Swords of Sanghelios' aid in re-activating the portal at Voi in order to dispatch a team there to disable the activation sequence. As he was preoccupied with the ongoing civil war, 'Vadam sent Usze 'Taham and N'tho 'Sraom, along with several other Sangheili aboard corvette Mayhem and a Huragok to aid the humans.[69]

Peace talks[edit]

"He's had every reason to hate us, both before and after the war. The old Covenant races probably would have come after humanity a long time ago if he hadn't insisted we were important to their survival."
— Captain Thomas Lasky about the Arbiter before the meeting on Ealen IV.[4]

In 2558, Thel 'Vadam attempted to enter into peace negotiations with the Jiralhanae, with the UNSC Infinity being assigned to escort him. On March 5, 'Vadam met with Lord Hood and the Jiralhanae Chieftain Lydus on Ealen IV. During the negotiations, Covenant mercenaries led by Shipmaster 'Gajat attacked the delegates. Captain Thomas Lasky, Commander Sarah Palmer, and the Spartan-IVs defended the delegation and evacuated them from the chamber. Lydus accused 'Vadam of betraying him, but Thel reassured him that he had no part in the attack as he killed a Kig-Yar Sniper attempting to assassinate Lydus. When their evacuation ship was destroyed, the security detail proceeded to escort the delegates to a nearby parts depot.[4]

Inside the repair depot, 'Vadam notified Hood and the rest of an old fortified redoubt in which they could take refuge in. Captain Lasky ordered Palmer and the protection detail to escort the delegation to the redoubt. As the party escaped the depot, they were intercepted by a Covenant Lich. Palmer quickly acted and threw her helmet filled with grenades and destroyed the Lich. The delegation stayed back as Fireteam Jackknife and their bodyguards went ahead to ensure the redoubt was safe for them to use as shelter.[70] However, as the delegates entered the redoubt, Spartan Scruggs of Fireteam Jackknife—who had betrayed his team—ambushed the group and held Hood hostage. 'Vadam queried Scruggs on what his demands were; Scruggs stated that they would discuss them once his associates arrived. With the Covenant bearing on the site in force, the ambassadors' security detail discovered a craft they could use to evacuate. Thanks to the sacrifices of Fireteam Bailey, the delegation, Lasky and the surviving Spartans made it aboard Infinity, which rallied the feuding Sangheili and Jiralhanae fleets and forced 'Gajat's forces into retreat.[71]

Sanghelios Global War and Created Uprising[edit]

Following Jul 'Mdama's death on Kamchatka in October 2558, the remaining forces of 'Mdama's Covenant regrouped and launched an assault on Sanghelios.[73] 'Mdama's Covenant used the city of Sunaion over Csurdon Sea as a staging point to launch an attack against Swords of Sanghelios territory, though the Arbiter countered this move by establishing a forward operating base in the ruins of Nuusra on the sea's coast.[74] However, 'Mdama's Covenant attacked first and laid siege to the Swords of Sanghelios base on Nuusra, pushing back 'Vadam and his forces to the Elder Council Chamber.[73]

Meanwhile, John-117 and the rest of Blue Team had apparently gone rogue to pursue Cortana and the UNSC dispatched Fireteam Osiris to retrieve them. After Blue Team escaped Osiris aboard a Forerunner Guardian that Cortana had entered into slipspace to an unknown location, Doctor Catherine Halsey and Spartan Sarah Palmer proposed for Osiris to utilize the Guardian located near Sunaion to follow Blue Team. Not wishing for the UNSC to get too engaged in the Sangheili civil war, Lasky had Infinity travel to Swords of Sanghelios and arranged for Osiris to be escorted to the Arbiter's position by Swords of Sanghelios soldiers. Contacting Mahkee 'Chava, Osiris was extracted from the chamber along with the Arbiter, and a number of other surviving Swords, by a Mikpramu-pattern Phantom.[73]

Finding a hidden Constructor[edit]

The Arbiter rallying his forces.

"The Covenant soldiers will hear the Guardian wake from its slumber, they will look up over the bodies of their brothers, through the smoke of their burning city, they will look to the horizon as their holy idol rises from the sea and forsakes them. And that is when the Covenant dies."
— Thel 'Vadam assuring his troops in victory[75]

Returning to the Arbiter's primary camp in Nuusra with Palmer and Halsey, 'Vadam and Osiris leader Spartan Jameson Locke spoke about using Sunaion's Guardian to pursue Blue Team, with the latter greeting and thanking the former for his cooperation on behalf of Captain Lasky. While understanding of Spartan Locke's intentions, he was understandably distrustful of the human standing before him, not only because of the ONI logo on his armor, but he somehow recognized him as the very [former] agent who volunteered to terminate him during the war. In response, Locke sternly-yet-politely pointed out that he saved his life. And 'Vadam was even more concerned that he was hunting the very Spartan he fought alongside with six years ago, whom he referred to as the "greatest of [the Spartans'] clan". However, using her recently gained access to the Domain, Cortana suddenly blacked out every network at the camp, taunting Locke in the process. Halsey came up with a plan that involved locating a Forerunner Constructor at a support station for the Guardian and inputting commands into it to make the construct activate the Guardian for Osiris. '[75] At some point, from his security officer Mahlo 'Turagg (via an interrogation toward a Covenant Unggoy), Thel discovered that Murok 'Vadam, one of his own family, was the one who betrayed him and left him to die during 'Mdama's Covenant's attack at the Elder Council Chamber. Murok was cooperative during his interrogation, thinking the Arbiter wouldn't kill anyone from his own clan; he was soon proven wrong as Thel executed him for his treachery.

Jul 'Mdama's Covenant deployed a Shuul'se-pattern Kraken between the support station and Osiris' position. However, the Spartans were suddenly engaged by Promethean constructs.[76] After battling their way to the extraction point, Osiris returned to the Swords of Sanghelios camp at Nuusra, where 'Vadam and Spartan Palmer were discussing the aerial assault on Sunaion, and was ready to begin his attack and finally destroy 'Mdama's Covenant. As the Constructor departed to activate the Guardian, the Arbiter's forces launched their assault on Sunaion.[77]

Battle of Sunaion[edit]

'Vadam's Swords of Sanghelios and Spartan-IV Fireteam Osiris traveled to Sunaion aboard a Kmiro'sish-pattern Lich, narrowly avoiding anti-air weaponry. While the Arbiter led his forces in engaging Jul 'Mdama's Covenant forces, Osiris destroyed the anti-air emplacements to allow more air support from one of the Swords of Sanghelios' fleets. Osiris then moved towards the Guardian's position, with Locke warning the Arbiter to move his fleet before the Guardian set off its concussive blasts upon activation; 'Vadam responded with a Sangheili proverb about victory and honor, and personally asked Locke to send John-117 his greetings. However, while Swords and 'Mdama's Covenant were fighting each other in the upper levels, Promethean constructs appeared and began engaging both Sangheili factions near the Guardian's location, and eventually started to overwhelm the Arbiter's forces. As the Guardian began to initiate its activation sequence, parts of the city began falling apart. Osiris arrived at Arbiter 'Vadam's location just as he was killing a Promethean Knight, and he soon reacted with anger that Prometheans kept warping in. The Arbiter and the four Spartans came under continuous attack from Promethean forces and were soon attacked by the Warden Eternal. The five managed to defeat the Warden and his Prometheans, just as the Guardian began to leave Sanghelios. Palmer managed to pick up the Spartans in a Pelican and drop them off aboard the Guardian before the construct left the planet into slipspace. 'Vadam then regrouped with his own soldiers and led the Swords of Sanghelios in eliminating the last of 'Mdama's Covenant forces on the planet.[72]

Meeting an old friend[edit]

Arbiter Thel 'Vadam reunites with his Spartan friend, John-117, for the first time in years.

"When we first met, we were enemies fighting to end each other. Now as allies, I am confident we can face this new threat together once more."
— Thel 'Vadam showing his respect and willingness to help the Master Chief through ongoing crisis.[78][79]

After his victory at Sunaion, 'Vadam and his forces returned to their campsite at Nuusra with Halsey and Palmer. However, during this time, a Guardian returned back to Sanghelios after the Sangheili refused to surrender to the Created, a faction of rogue artificial intelligences founded by Cortana. The Guardian finished off the remaining Covenant ships and began blacking out the planet with ground assistance of Prometheans which were sent in to pacify cities that refused to surrender.[78]

After escaping from Genesis, Fireteam Osiris and Blue Team returned to Sanghelios where John-117 and 'Vadam were reunited for the first time since they fought together on Installation 08.[80] The Chief introduced Blue Team to 'Vadam, who proceeded to invite his old friend and the new arrivals to join in a celebratory meal commemorating their victory over the last of Jul 'Mdama's Covenant. 'Vadam and the Master Chief subsequently spent part of the night reminiscing about their past.[78] The Master Chief revealed to 'Vadam that Cortana had changed after their encounter with the Didact, and although he was unsure what led to Cortana's betrayal, he felt he had failed her. Hearing this, 'Vadam reassured the Chief that they are all prone to failures and mistakes, citing his bloody campaign on the humans during his service for the Covenant. 'Vadam credited the Chief for inspiring his strive for peace and encouraged the Spartan to not give up on Cortana.[79] 'Vadam's words reverberated with John-117, who would later recall 'Vadam's quote on making failures.[81] The next day, the humans left the planet for a rendezvous with the UNSC Infinity near Suban, one of the moons of Sanghelios.[78] Before they separated, 'Vadam reassured the Chief in his support in the coming fight against the Created.[79]

Standing up against the Created[edit]

In late 2559, three days after Cortana had destroyed the Jiralhanae homeworld of Doisac, Thel 'Vadam met with the high kaidons of several Sangheili colonies. At this meeting, 'Vadam proposed the Concert of Worlds, intending to unify the Sangheili and take their fate into their own hands rather than submit to the tyranny of Cortana. No agreements between any of the officials could be made at the meeting, and 'Vadam left the gathering frustrated by the lack of progress. The Arbiter and his escorts—Usze 'Taham and Kola 'Baoth—returned to Vadam keep in a Crav operated by his adjunct, N'tho 'Sraom. As they passed through the Old Borough in Vadam Valley, the Crav was stopped by Created armigers who were looking for participants of a recent fight at the tenement islands by the Kolaar Manufactorum. Although his associates were reluctant, 'Vadam consented to a search of the Crav. During the search, the group's weapons were confiscated, to the outrage of 'Vadam's escorts. Understanding that striking down the armigers would result in a chain of events ending with the appearance of a Guardian, 'Vadam had his men back down.[82]

After he returned to his keep, 'Vadam was informed that Crei 'Ayomuu, an Oath Warden, had arrived to speak with him. From this Sangheili, 'Vadam learned of the true events at the tenement islands: armigers had ransacked the settlement in search of a human xenoarchaeologist named Keely Iyuska who had discovered that the planet Netherop might hold the key to defeating the Created's Guardians. Still suspicious of 'Ayomuu and his client, Thel 'Vadam agreed to assist the Oath Warden in his search for Iyuska, whom he had be contracted to locate.[83]

Later on, Thel 'Vadam and Spartan-IV Olympia Vale, led a mission on the hostile world of Netherop in an attempt to locate a rumored ancient artifact which could be the key to ending the Created's rule over the galaxy.[84]

Personality and traits[edit]

"I have had many names in this long war. The humans knew me as 'Destroyer'. In the Covenant, I was Supreme Commander. The Prophets named me... Arbiter. And your Master Chief calls me... friend."
— Thel 'Vadam on his life.[85]
Thel after the Hierarchs offer him the position of Arbiter.

His experiences as Arbiter also made him more pragmatic than most Sangheili, being willing to accept help from the UNSC in fending off an assault on his keep. He has shown to be true to his title "Arbiter", and sometimes tries to negotiate with his enemies, such as Yanme'e during the Battle for Earth (though this fell on deaf ears).

As noted by Jameson Locke in his target profile on him, Thel was an incredibly brilliant commander, known for utilizing advanced tactics that made his fleet unstoppable. Among the Covenant, he was noted for being one of the youngest Sangheili to attain the ranks of both Shipmaster and Supreme Commander.[8] During the war, 'Vadamee was known for his tendency to lead campaigns from the front lines. His unorthodox tactics in comparison to the Covenant at large quickly caught the eye of ONI; Lieutenant Commander Locke considered him the most dangerous asset the Covenant had due to his strategic unpredictability and tactical flexibility.[34] After the Fall of Reach, 'Vadamee's influence within the Covenant fleet had grown so great Sesa 'Refumee suspected the Prophets may perceive him as a threat to their power even before learning of his appointment as Arbiter.[86]

Thel also managed to inspire great loyalty in his subordinates. While Rtas 'Vadum initially lost his respect for Thel for the loss of Installation 04,[41] Thel's subsequent actions at the gas mine and Installation 05 restored it and strengthened their comraderie, to the point where Rtas spared Earth from a full Flood-quelling glassing at Thel's urging.[55] Jora 'Konaree thought of him like a cousin, and Sesa 'Refumee considered him to be the only individual that he would trust with 343 Guilty Spark's revelations, though Thel's appointment as Arbiter prevented any detailed conversations.[86] Even so, however, he was able to comprehend the same message when it was told to him by the Gravemind, John-117, and 343 Guilty Spark.[45][46]

After the Battle of Installation 04, he was ashamed for his failure at Halo, and wished only to regain his honor before dying for the Prophets. He remained stubbornly attached to his faith even after the betrayal of Tartarus and his encounter with the Gravemind. However, when he heard the truth of the Sacred Rings from 343 Guilty Spark, he finally accepted the truth surrounding the Great Journey. Following his betrayal by the Prophets, Thel developed an intense hatred of both the San'Shyuum and the Jiralhanae. Despite this, Thel was gracious enough to attempt to reason with the Jiralhanae Chieftain Tartarus in Installation 05's Control Room.[45]

Despite his former hatred for humans, Thel has displayed great respect for some, even former battlefield foes. He also holds admiration for humanity's courage; this is most clearly seen by his actions to avoid the glassing of Earth, even though that meant risking a possible Flood outbreak. Presumably due to the role Johnson played in his killing of Tartarus, Thel respected him greatly and grieved his death, expressing sorrow to the Master Chief, but promising that his sacrifice would not be in vain. Despite initially hating the Master Chief greatly for destroying Installation 04 and being the "Demon" of the Covenant who killed so many soldiers, the Arbiter came to greatly respect and trust the Chief. The Chief and Gravemind helped convince him of the truth of the Great Journey and they fought together against the Covenant and Truth. Together they defeated Truth and deactivated the Halo Array. When the Master Chief went to rescue Cortana and activate Installation 08, Thel remained behind to help him and shared a nod of respect with him when it was over. Even though the Master Chief was believed to be dead, Thel showed disbelief in this presumption, confident that the Spartan had survived thanks to his extraordinary ability to overcome impossible odds. After the events of Ealen IV and discovering the Chief was still alive, Thel believed John was the key to the galaxy's future. He also admitted to Spartan Locke that even when they were enemies and he called the Chief "Demon," it was with a modicum of respect for him. He also admitted that after their alliance he came to see the Chief as an ally as well as his friend.[87] Before Fireteam Osiris entered the Guardian on Sunaion to find the Master Chief, the Arbiter complimented Locke with a Sangheili proverb, and then asked Locke to send the Chief his greetings. Olympia Vale remarked that she had never heard an Elite address a human in such a way.[72] After reuniting with the Chief, Thel warmly greeted him and the two spent part of the night catching up on old times. Before they parted ways again, Thel expressed confidence that together as allies they could defeat this new threat.[78]

Over the years following the defeat of the Covenant, Thel's respect for humans in general only grew to the point that he developed a fondness for certain humans and was known to use human gestures that he had witnessed, found useful and adopted. Thel learned to speak English fluently so that he could communicate with his human allies more naturally rather than relying on a translation disk.[88] After meeting Lieutenant Commander Amalea Petrov and hearing of her thirty-three year struggle against Nizat 'Kvarosee and forces, Thel called Petrov and her people worthy warriors with a resolve worthy of a Spartan and Thel privately mused that while he had originally thought of humans as spinless as sloods and treated them as such while slaughtering countless humans, Thel came to understand that their treachery was rooted more in perseverance and cunning than cowardice. After Petrov wagged her finger at him, Thel quickly adapted the gesture for his own use, considering it to be effective and remembering it for future interactions.[89] Thel also adopted other human gestures such as the finger gesture for telling someone to hurry up. In many ways, Thel came to see Spartan Olympia Vale as being akin to his human hatchling because she had impressed Thel with her diligent study of Sangheili culture and her obvious devotion to keeping the peace between Sangheili and humans. In Thel's daydreams, he could envision a day when they sat across from each other as important leaders, working together to create a civilization united in harmony and prosperity.[90]

Equipment[edit]

During his military career in the Covenant as Supreme Commander, Thel wore a golden Gheocin-pattern combat harness. After falling in disgrace and be appointed Arbiter he started wearing the traditional Arbiter armor. He favors the energy sword, occasionally wielding his personal sword known as the Prophets' Bane.[3] Thel most often uses the Vostu-pattern carbine and Mosa-pattern carbine in ranged combat.[91][92]

Production notes[edit]

Voiced by Keith David, the Arbiter was introduced as a secondary playable character in Halo 2; this was part of Bungie's creative decision to broaden the scope of the story from what Jaime Griesemer referred to as an "alien war movie with a space marine". According to Joseph Staten, the character's genesis was heavily tied to the idea of creating a figure who suffered the consequences of the Master Chief's success in Halo: Combat Evolved.[93] Reception to his inclusion was mixed; Bungie community lead Brian Jarrard attributed some of the fan backlash to a discord between the game's marketing and the actual gameplay; whereas the marketing presented the game's focus as being the defense of Earth from the Covenant, this aspect constitutes only the first missions of the game.[94] In Halo 3, the Arbiter was relegated into a supporting character and there are no levels designed solely from his perspective; he remains a playable character in the co-op campaign.

The original title for the character was "the Dervish", a title from the Sufi sect of Islam, but was changed to avoid overt parallels with the Muslim world. Ultimately, it was decided that "Arbiter" was more thematically suitable for his character arc.[95] In the Spanish versions of Halo 2 and Halo 3, the Arbiter is translated as Inquisidor, which means Inquisitor. This is because the cognate of Arbiter in Spanish, "árbitro", means "referee".

The name Thel 'Vadam was established in the novel Halo: The Cole Protocol; in all preceding media, the character is only addressed by his titles. While the narrative does not explicitly connect the character with the Arbiter introduced in Halo 2, his assignment to the Fleet of Particular Justice is referenced near the end of the novel. Much later, Halo Waypoint confirmed that Thel 'Vadamee was indeed the future Arbiter.[citation needed]

The Arbiter wears mandible guards in Halo 3 despite lacking them in Halo 2 and Halo 2: Anniversary. Halo: Escalation depicts 'Vadam in the likeness of Halo 4's Elites, most notably through the light tone and sparse texture of his skin. Halo 2: Anniversary ignores this overhaul, though he does wear his armor from the comic series in the "bookend" cutscenes—albeit with an open helmet with fixed mandible guards. Halo 5: Guardians' depicts 'Vadam in the likeness of Halo 4's Elites like in Halo: Escalation, though he continues to wear his armor from the Halo 2: Anniversary "bookend" cutscenes, though it no longer sports the open helmet. This is due to resource management rather than a retcon.[96][97]

Trivia[edit]

  • Thel 'Vadam is one of two main playable characters in Halo 2, where he alternates levels or groups of levels with John-117. He is an allied character in some of the levels of Halo 3.
  • Even before the release of the Halo: The Cole Protocol, Arbiter Thel 'Vadam's real name was first uttered by a Sangheili NPC (voiced by Ron Hippe) through very rare dialogue heard in Halo 3. As it is directed toward the Arbiter, this dialogue can only be heard in Co-Op. [98]
  • When the Arbiter activates his active camouflage in Halo 2, his eyes will remain visible. This is visible only on Co- Op.
  • He is one of the few Sangheili to refer to John-117 as "Spartan". Even during and after the Great Schism, many still refer to him as the Demon (though some, notably, adopt 343 Guilty Spark's designation for him - Reclaimer). Rtas 'Vadum also holds this distinction. Thel has also called him the Master Chief.
  • In Halo 3, if the player outdistances or removes 'Vadam from the map (such as pushing him off a cliff), he will suddenly reappear as if phasing out of Active Camo. This also happens when the Master Chief enters the driver's seat of the Warthog at the end of the level Halo; the Arbiter will appear on the Warthog's turret in this same manner.
  • In Halo: Reach, an Unggoy may say in his native language something like "thalvadamee", though if it really refers to 'Vadam is unknown, as much of Covenant voice clips are simply reverse-English.[99]
