Flight Officer Captain Carol Rawley, better known by her call sign Foe Hammer,[Note 1] was a pilot in the UNSC's 23rd Naval Air Squadron. During the Battle of Installation 04, she piloted Pelican Echo 419 and served as a crucial asset to the Master Chief during the Battle of Installation 04 in the Human-Covenant War by delivering the latter Warthogs, allies and transportation to and from different points on Installation 04.

After the UNSC Pillar of Autumn made a "blind" slipspace jump to the Soell system, Covenant forces boarded the ship. Rawley and many other members of her squadron, including her co-pilot, Lieutenant Frye, and her crew chief, Cullen, escaped during the ensuing battle and descended to the surface of Installation 04 where many UNSC forces had landed. While the rest of the ship's crew and complement were escaping in lifeboats, Rawley led the pilots in flying their Pelicans off the vessel, feeling that they would soon prove useful.

On the surface of Installation 04, she helped SPARTAN John-117 and Cortana gather scattered Marines and transported them to Alpha Base. Shortly after, Cortana hacked into the Covenant battlenet and discovered that Captain Jacob Keyes had been taken prisoner by the Covenant, a rare thing for the Covenant to do to a human. That night, Foe Hammer was called upon to insert John, Cortana, and a team of Orbital Drop Shock Troopers to rescue Captain Keyes in a raid on the Ket-pattern battlecruiser Truth and Reconciliation.
