The High Prophet of Restraint was a Covenant High Prophet during the 23rd Age of Doubt. He, along with the High Prophet of Tolerance and the High Prophetess of Obligation, led the Covenant High Council until 2525.
Biography[edit]
Hierarch of the Covenant[edit]
Prior to his ascension to the rank of Hierarch, the Prophet of Restraint had served as the Prelate of High Charity.[1] At some point in 2524, the crew of the Kig-Yar ship Pitiless brought forth the corpse of an "unclean being", presumably a human.
