The Tip of the Shadow, often abbreviated as TOTS, is a sub-branch of the Office of Naval Intelligence's Section 3. It was dedicated to the recovery, analyzing, and decoding of data that Section 3 was stuck with. Its Commander is Sec3OP36516.
