The Ministry of Preparation was a Covenant ministry that oversaw biological research, specifically that based on genetic engineering. This sort of research had proven difficult for the San'Shyuum, as the Forerunners had refined their bio-enhancing tools and procedures for their own physiologies, not for other sentient creatures. It was also considered taboo to engage in this sort of research, as anything that might have jeopardized the already limited ability for San'Shyuum to reproduce was. Thus, the Ministry of Preparation was the only ministry to handle it. The ministry eventually produced the prelates, a genetically enhanced order of San'Shyuum soldiers.[1]
