:Not at all. In this context, "Covenant" refers to any and all former member and client species of the defunct empire. It doesn't mean Thel 'Vadam has pursued a lasting peace with Earth and her colonies, simply that these refugees would take their chances with a former enemy rather than the harsh wilds of remnant-occupied space.
