The Sacred Promissory was a Covenant munitions factory in the lower districts of High Charity, responsible for the development of most Covenant needle-based weaponries[1], such as the Needle rifle[2] and the Needler[1]. In later periods, they expanded their manufacturing scope for all Jiralhanae matérial such as the Spiker[3], the Brute Shot[4], the Gravity Hammer[5], the Brute Chopper[6], and the Prowler[7].
