The High Prophet of Restraint was a High Prophet during the 23rd Age of Doubt. He, along with the High Prophet of Tolerance and the High Prophetess of Obligation, led the Covenant High Council until 2524.

Trivia
- Like most of the other High Prophets, his name has some irony to it; he stepped down as a result of high sexual exploits, therefore showing his lack of restraint.
- His "mate", along with the High Prophetess of Obligation, the High Prophet of Truth's "Concubines" and Chur'R-Yar, are the first female Covenant mentioned in the entire Halo series.
