This is the U.S. Navy insignia for a Commander. The UNSC Navy uses the same insignia. ^[1]

Commander is an commissioned officer rank of the UNSC Navy, equal in rank to Lieutenant Colonel in the UNSC Marine Corps.

Commanders typically serve as the executive officer (XO) (second in command) of a single ship, however, they may also command a single ship.
